Overview
The Village Board has approximately $3,000,0000 in American Recovery Plan Act (ARPA) to consider for additional community needs. Following the same process as earlier this year when requests from community agencies first came forward, at the November 21, 2022 Regular Meeting the Village Board refered additional community requsts to the Community Development Citizen Adivsory Commission (CDCAC) for review and provide a recommendation to the Village Board. Three community requests expressed an urgent need for the funds and asked the Village Board to review those requests outside of the citizen commission process. One of those community requests is the Park District of Oak Park.

Anticipated Future Actions/Commitments
Recommendation
If the Board approves the request, a contract with the Park District will be submitted at the next available Village Board meeting for approval and the amount will be deducted from the 3,000,000 in available funds for the CDCAC review. A copy of all the current community requests is attached to this agenda item.

Earlier this year the Park District of Oak Park requested 2,000,000 in ARPA funds. A copy of their original proposal is attached. At that time the Village Board approved $1,000,000. The Park District is asking the Village Board to consider the additional $1,000,000.
Previously the Village Board distributed 3,511,300 in the first round of community requests early this year. Those recipients included Frank Lloyd Wright, Ernest Hemingway, Unity Temple, Oak Park Area Arts Council, Visit Oak Park, the Early Childhood Collaboration, Hepzibah and the Park District of Oak Park. Prior to that the Village also distributed funds to Housing Forward, Beyond Hunger, and local businesses.
Prior to the first round of community requests, during the 2020-21 program years, an additional $1,259,754 in CDBG Cares Act funds were distributed to local public service agencies specificially for relief due to the Covid-19 recovery. Thise recipents included Housing Forward, Beyond Hunger, the Infant Welfare Society, New Moms, Hephizibah, Oak Leyden, Thrive, UCP Sequin, Way Back Inn, West Cook YMCA and local businesses.
