Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

Overview

As directed by the Village Board at the February 8th Village Board meeting, the Village is requesting that the Metropolitan Water Reclamation District of Greater Chicago (MWRD) approve deferring construction of the Green Alley Project which the Village was awarded a $475,000 grant for as per the Intergovernmental Agreement 19-IGA-14 until 2022 in order to reduce expenditures due to losses in revenues associated with the COVID-19 pandemic.  MWRD requested a Village Board Resolution formally requesting to defer the project in order to consider any requests to defer the project since work was originally planned for 2020.

Fiscal Impact

Pending Village Board concurrence and MWRD approval, staff will include funds for the green alley project in the proposed FY2022 Budget from the Capital Improvement Fund and CDBG Fund.  The costs of the project are estimated at $125,000 for construction management using CIP fund and $1,350,000 for construction costs using $475,000 in MWRD grant funds, $400,000 in CDBG funds, and approximately $475,000 in CIP funds. 

 

Background

As discussed at the January 19th Village Board meeting and as directed by the Village Board at the February 8th Village Board meeting, the Village is requesting to defer construction of the Green Alley Project to 2022.  In order to consider a request to defer the project to 2022, MWRD is requiring the Village Board approve a Resolution formally requesting to defer the project so that MWRD has some level of assurance regarding the Village’s commitment to constructing the project in 2022. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

the Environment and Energy Commission’s recommendation to use Sustainability Funds to fund the 2021 Green Alley Improvement Project and reimburse the Sustainability Fund for these costs in the FY2022 Budget and direct staff to bid the project and prepare the necessary budget amendments to use Sustainability Funds to fund the construction and construction engineering costs for the project. 

 

At the January 19, 2021 Village Board meeting, the Village Board referred the Motion to use Sustainability Funds for the Green Alley Project to the EEC for a recommendation.

 

On June 17, 2019 the Village Board approved an Intergovernmental Agreement between the Village of Oak Park and the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation and Maintenance of the Green Alley Improvements Project.

 

Citizen Advisory Commission Action

At the Environment and Energy Commission’s January 27th meeting the EEC made a recommendation that the Sustainability Fund be used to pay for the 2021 Green Alley Project only if the Sustainability Fund can be reimbursed from other funds in FY2022.  If the Sustainability Fund cannot be reimbursed the EEC recommended the Village Board request to defer the project to 2022 and not use Sustainability Funds to fund the project.

 

Anticipated Future Actions/Commitments

Pending Village Board concurrence and MWRD approval, staff will include funds for the green alley project in the proposed FY2022 Budget from the Capital Improvement Fund. 

 

Intergovernmental Cooperation Opportunities

The green alley project involves the Village working together with MWRD to construct green infrastructure to reduce the amount of storm water being conveyed in the sewers and treated at the sewer treatment plants which improves the environment by reducing emissions associated with electricity and improves water quality by reducing combined sewer overflows.
