Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Engineering Division requested a proposal from Civiltech Engineering to provide part-time staffing services for a transportation engineer to oversee the transportation systems, current planning efforts, and the traffic calming process for 2026. Civiltech submitted a proposal based on hourly rates for the various positions in an estimated not to exceed amount of $450,000.  This amount is based on an anticipated staffing level of 3-days per week, work associated with administering the traffic calming petition process, and additional various transportation engineering services for the calendar year of 2026.

Recommended Action

Adopt the Resolution.

Prior Board Action

The Board has taken the following prior actions:

                     On December 3, 2024, the Board approved a Task Order with Civiltech Engineering, Inc. for Professional Transportation Engineering Staffing and Services for 2025 in an amount not to exceed $425,000 (RES 24-376).

                     On July 16, 2024, the Board approved a Master Agreement with Civiltech Engineering, Inc. for providing transportation engineering services (RES 24-247).

Background

The Engineering Division requested a proposal from Civiltech Engineering for a Task Order to provide part time staffing for a transportation engineer at roughly 3-days per week; provide services for administering traffic calming petitions; and for performing various transportation engineering services for the calendar year of 2026. A breakdown of the estimated costs for the various general services under the Task Order is included in their proposal.

Timing Considerations

Adoption of the Resolution at this time will allow for the transportation services to continue as intended at the beginning of 2026.

Budget Impact

The recommended FY2026 Budget includes $450,000 to cover the costs of this contract in the General Fund, Public Works - Engineering, Transportation, External Support account no. 1001-43700-723-530667.

 

Staffing Impact

This Task Order will allow for procurement of the needed staffing services and support for transportation related items.

Staff Recommendation

Adopt the Resolution.

Advantages:

                     This Task Order will allow for the procurement of the needed staffing services and support for transportation-related items

Disadvantages:

                     This action requires the expenditure of funds.

The Board can delay to gain additional information.

Advantages:

                     The Board can be presented with the requested information.

Disadvantages:

                     The timing of the eventual Board action could impact the desired implementation schedule.

                     This action can result in cost savings.

Disadvantages:

                     There is no capacity to perform these services with existing staff and transportation related items, initiatives, and customer service would be impacted.

 

 

Anticipated Future Actions

This is an annual task order for providing transportation engineering staffing and related services. There will be future Village Board items annually for these services with Civiltech during the term of their Master Agreement.
