Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Resolutions approve the Program Year (PY) 2016 CDBG and ESG Agreements with the following Subrecipients and authorize their execution:

 

CDBG Pubic Services, Public Facility Improvements & Administration

1.                     Children’s Clinic with $21,500 CDBG grant

2.                     Community Support Services with $8,000 CDBG grant

3.                     Hephzibah with $14,000 CDBG grant

4.                     Housing Forward Emergency Shelter with $17,000 CDBG grant

5.                     Housing Forward Employment Readiness with $15,000 CDBG grant

6.                     NAMI Metro Suburban with $8,000 CDBG grant

7.                     New Moms, Inc. with $17,000 CDBG grant

8.                     Oak Park Regional Housing Center Fair Housing with $75,000 CDBG grant

9.                     Oak Park Regional Housing Center Administration with $96,000 CDBG grant

10.                     OPRF Food Pantry with $17,500 CDBG grant

11.                     Sarah’s Inn with $10,000 CDBG grant

12.                     UCP Seguin with $40,000 CDBG grant

13.                     West Cook YMCA with $20,174 CDBG grant

 

ESG

14.                     Alliance to End Homelessness in Suburban Cook Co. with $10,000 ESG grant

The attached Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) Resolutions & Agreements represent the allocation of funding for all the Board-approved projects for Program Year 2016.  It is necessary to enter into the Program Year 2016 Subrecipient Agreements with the agencies (Subrecipients) so that they can expend their CDBG and ESG grant funds. The Agreements clearly outline the terms and conditions of their grants with the Village and HUD.

Staff Recommendation

Approve the Resolutions authorizing the execution of Program Year 2016 CDBG and ESG Agreements with these Subrecipients.

 

Fiscal Impact

There is no fiscal impact to general funds.  Funds for these agreements come from Federal Community Development Block Grants and Emergency Solutions Grants to which the Village is entitled on an annual basis.

 

Background

As an Entitlement Community, the Village of Oak Park receives an annual CDBG and ESG grant allocation from the U.S. Department of Housing and Urban Development and uses the funds for a variety of locally-determined projects. 

 

The Village invests part of its annual allocation of grant funds in Oak Park by allowing agencies to apply for a portion of these funds, and they submit grant proposals for funding each program year. The Community Development Citizens Advisory Committee (CDCAC) reviews each proposal and recommends funding levels to the Board. At the June 6, 2016 Board Meeting, the CDCAC-recommended CDBG and ESG funding amounts for Program Year 2016 applicants were approved.

 

The Agreements and Resolutions for PY 2016 CDBG Subrecipients indicate the funding level for each Subrecipient, as do the grant funding allocation amounts listed above.

Previous Board Action

The action to accept the CDCAC recommendations and make the draft Program Year 2016 Action Plan available for a 30-day public comment period was approved by the Village Board on June 6, 2016. The Board approved the final Action Plan at the July 18, 2016 meeting.

 

Citizen Advisory Commission Action

The Community Development Citizens Advisory Committee (CDCAC) reviewed applications, heard presentations and made recommendations regarding CDBG and ESG applications for Progam Year 2016 funding. The Board approved these funding recommendations at the June 6, 2016 meeting, and they became a part of the Action Plan that was submitted to HUD on August 11, 2016.

 

Anticipated Future Actions/Commitments

After the Board approves the Resolutions and Agreements, and the Agreements are executed, Program Year 2016 Subrecipients can begin incurring costs and eventually can bill the Village.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME program consortium, the Village submitted the PY 2016 Action Plan in partnership with Cook County. Oak Park’s housing priorities are tied to Cook County’s.

 

Performance Management (MAP) Alignment

A Governance Priority established for the Neighborhood Services Division of the Development Customer Services Department is “CDBG Administration.”
