Prior Board Action
This program was previously approved by the Village Board in 2021, 2023 and 2024 for the replacement of lead water service lines at homes in the Village.
Background
This project includes the replacement of the private property owner side of the lead water service line at eleven (11) locations. This work is commonly called the Lead Abatement Program.
The work completed under this contract is intended to complete the work on the Owner’s side for low-income households, where the work would not be done otherwise. At the time the work on this contract is performed, the Village will have previously completed the service replacement on the Village side of the curb-stop.
Three bids were opened on July 9, 2025, for the 2025 CDBG Water Service Line Replacement Program, Project # 25-123. The project was advertised locally and with area construction bulletins. Three bids were received. NG Plumbing, Inc. submitted the low bid with a base bid amount of $81,061.00.
As noted above, staff recommends assigning the full budget amount of $100,000.00 to this project since it will allow additional houses to be added to the program and also allow for any unforeseen extras. There are currently fourteen (14) houses on the waiting list to participate in this program.
