Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Village has been unable to fill the vacant Assistant Village Engineer (AVE) position due to the competitive job market.  Staff recommends temporarily replacing the Assistant Village Engineer position with an additional Civil Engineer II (CE II) position since the Village has had more success finding qualified candidates for the CE II position.  Future year’s budgets and organizational charts will include the Assistant Village Engineer position to allow for the opportunity to promote from within or hire an external candidate if the job market has changed and there are vacancies in the Civil Engineering positions.  There is no increase in the number of FTE with this change.

Fiscal Impact

This recommendation would result in salary and benefits savings in the FY21 Budget.  The Assistant Village Engineer position is in the PM13 pay range with a salary of $100,000 to $135,000 and the Civil Engineer II position is in the PM11 pay range with a salary of $85,000 to $120,000.  

 

The salary of the AVE is funded through two General Fund accounts for salaries and one Capital Improvement Fund account for salaries.  A separate Budget Amendment is included at tonight’s meeting to transfer the General Fund portions of the salary for the AVE to the Capital Improvement Fund to fund the new CEII position. 

 

Background

The FY21 Budget provides for one Assistant Village Engineer position in the Engineering Division of the Department of Public Works.  The Engineering Division is recommending temporarily revising the organizational chart for Public Works to remove the Assistant Village Engineer position and replace it with an additional Civil Engineer II position.  The Assistant Village Engineer position has been posted for about 6-months and the Village has only had one qualified candidate that was interviewed but did not accept the Village's offer.  Due to the competitive job market and general lack of candidates staff believes there is a more likely potential for hiring a CE II than an AVE at this time.   

 

The recommendation is intended to add an additional CE II position and distribute the workload of the AVE to the CE II staff with the long-term intent of promoting an internal CEII to the AVE position.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.
