Background
The Village of Oak Park Fire Department has been offered a First Right of Refusal to purchase a new Pierce Enforcer 100’ Ascendant Tower. By exercising this option and prepaying for the 2026 unit, the Village will receive several significant financial benefits. The benefits include a $190,000 trade-in credit for the Village’s 2014 E-One Tower, and additional savings of approximately $56,000, plus a discount of $80,056 by utilizing the prepayment option.
In total, these savings will reduce the purchase price by a combined $326,000 to $1,925,600.
The ladder truck is a critical asset in delivering fire protection services to our residents and visitors. Staff is requesting approval for the prepayment purchase of this new ladder truck, with construction beginning in the first quarter of 2026. This purchase will ensure the continued delivery of high-quality, reliable fire and rescue services.
Planning within the Houston-Galveston Area Council (HGAC) Consortium Pricing, staff have been working closely with the manufacturer to design a truck that meets the following criteria:
• Compliance with required specifications
• Enhanced safety features
• Compatibility with the operational needs of the Oak Park Fire Department (OPFD)
• Cost-effectiveness
After evaluating several manufacturers and configurations, staff recommends the Pierce Enforcer, which offers superior maneuverability, increased driver visibility, and better operational performance on Oak Park’s narrower streets.
Timing Considerations
The agreement to purchase must be executed by November 1, 2025.
Budget Impact
The funding will be taken from any savings from the current year, as well as a transfer from the fund balance.

Staff Recommendation
Staff recommends purchasing the Pierce Enforcer.
Advantages:
• The Village will receive a trade-in discount for the 2014 E-One Tower.
• The Pierce Enforcer offers superior maneuverability, driver visibility, and better operations performance on Oak Park’s narrower streets.
Disadvantages:
• This action requires the expenditure of funds.
Alternatives
Alternative 1:
The Board can elect not to purchase the Pierce Enforcer.
Advantages:
• This action will save up to $326,000 in funds.
Disadvantages:
• The Fire Department will not have up-to-date fire protection equipment.
• When the fire truck needs to be replaced, the Village may not have the opportunity to utilize a trade-in discount, will not benefit from the prepay discount, will lose any discounts from post-2026 engine redesign, and may face additional unforeseeable raw material increases.
Alternative 2:
The Board can request additional information.
Advantages:
• The Board will be provided with the requested information.
Disadvantages:
• A delay in action may result in the loss of the trade-in discount.
