Background

Oak Park has a strong tradition of neighborhood engagement and resident-led initiatives. Several established neighborhood organizations actively convene residents, coordinate events, and serve as informal communication channels. However, the Village does not currently maintain a formalized framework to recognize neighborhood groups, define participation expectations, or provide consistent access to Village resources and micro-grant funding.

As a result, engagement levels vary across the community. Some geographic areas demonstrate sustained neighborhood activity, while others are less organized or inactive. Existing neighborhood groups are largely concentrated in areas with higher rates of single-family homeownership, creating an opportunity to expand participation in more densely populated and renter-occupied areas of the Village.

Over the past year, staff researched neighborhood organization support programs. Staff also met with leaders of existing neighborhood organizations to share the intent of creating a structured registry program and to solicit feedback on how the Village can better support neighborhood-level engagement. Feedback from these conversations informed the proposed program guidelines, including adjustments to leadership expectations, communication support, and tier flexibility.

The proposed Canopy Connection Neighborhood Registry Program formalizes neighborhood recognition through a voluntary, tiered structure (Acorn, Sapling, and Mighty Oak) that scales participation requirements and benefits.

Timing Considerations

Staff anticipates launching the Canopy Connection Neighborhood Registry Program in the second quarter of 2026, beginning with outreach to and onboarding of existing neighborhood groups. Registration will be accepted on a rolling basis, and the program is intended to operate as an ongoing initiative rather than a time-limited pilot.

Canopy Connection micro-grants will be administered on a first-come, first-served basis within each fiscal year, subject to available funding. Staff will monitor participation and funding utilization throughout the year and provide updates as part of regular reporting.

Financial Impact

Funding for the Canopy Connection Neighborhood Registry Program is included in the adopted FY2026 budget for the Neighborhood Partnerships Division (Account 1001.46214.101) within the Neighborhood Services Department. Program-related expenditures, including micro-grants, printing, postage, and operating supplies, will be supported within existing appropriations across applicable line items.

No additional funds are being requested as part of this item. Sufficient funds are available within the approved FY2026 budget to support implementation.

Operations Impact

Development of the Canopy Connection Neighborhood Registry Program has been led by the Neighborhood Partnerships Division within the Neighborhood Services Department. Staff consulted with existing neighborhood organizations, including the South East Oak Park Community Organization (SEOPCO), Central West Oak Park Neighborhood Association (CWOPNA), and South West Oak Park Community Organization (SWOPCO), to inform program design. Staff also partnered with the Village’s GIS consultant, MGP, to map existing neighborhood boundaries and analyze geographic representation.

The program will be administered by the Neighborhood Partnerships Administrator and the Welcome Center Coordinator, who will serve as liaisons to registered neighborhood groups. Initial implementation is anticipated to be manageable within existing staff capacity as foundational processes are established.

Staff have also coordinated with the Public Works and Communications Departments in anticipation of their participation in supporting neighborhood initiatives, outreach efforts, and program visibility. As the program grows and additional neighborhoods register, increased coordination across departments may be required. Future staffing needs will be evaluated as part of the annual budget process if participation expands significantly.

DEI Impact

The Canopy Connection Neighborhood Registry Program is designed to expand equitable access to neighborhood-level engagement and Village resources. Existing neighborhood organizations in Oak Park are largely concentrated in areas with higher rates of single-family homeownership. The proposed program intentionally seeks to increase participation in geographically underrepresented and more densely populated areas, including neighborhoods with a higher concentration of multi-unit residential housing and renters.

To address potential participation disparities, staff plan to partner with the Neighborhood Programs Division to build relationships with property managers and condominium associations to increase awareness among renters. Staff will also collaborate with community-based organizations and business districts to promote the program and reduce barriers to participation.

By offering rolling registration, scalable participation tiers, and modest micro-grant funding, the program aims to lower structural barriers to organizing and create pathways for residents across age groups, housing types, and socioeconomic backgrounds to engage in neighborhood leadership. Targeted outreach efforts will focus on increasing representation in historically less active or underrepresented areas of the Village.

Community Input
