Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

In order to improve customer service, the Village of Oak Park wishes to outsource day-to-day plan review activities as well as certain plan review and inspection activities for assigned permit applications.

Fiscal Impact

The 2017 contract for services is $784,657.00 and is budgeted in line item 1001-46250-101-530667, which has a total budget amount of $900,000.00.

 

Background

In January 2015, the Village issued a Request for Proposals to outsource day-to-day plan reviews as well as the plan review and inspection services for several larger projects.  We decided that the best option for Oak Park would be to outsource inspections and plan reviews by using in-house reviewers employed by a third party.  The Request for Proposals provided that the successful vendor would be eligible for two contract extensions for a total of three years. The 2017 contract is the third contract extension.

 

After working well with the currect consultant, we are recommending continuing with a contract with HR Green.

 

Chief Building Official Steve Cutaia will have day to day responsibility to coordinate the work of the plan reviewers employed by HR Green and process plan reviews as needed.  The Permit Processing Supervisor will continue to have day to day responsibility to oversee the Permits Counter and staff Building Inspector.

Previous Board Action

On May 26, 2015, the Reinventing Government Committee reviewed the proposed outsourcing model. The Board approved the initial agreement on December 12, 2015.

 

 

 

Citizen Advisory Commission Action

Last month the Building Codes Advisory Commission reviewed the proposed plan and selected contractor.

 

Anticipated Future Actions/Commitments

In the Spring of 2017, the Village will issue a Request for Proposals from interested vendors and will be making a recommendation regarding the selection of a vendor based on those proposals.
