The Engineering Division requested a proposal from V3 Companies to provide topographic surveys for the 2026 capital improvement program locations. Topographic surveys are used as the base for the design for roadway and utility improvement projects. Work includes surveying streets for water and sewer improvement projects and local street resurfacing projects for design and construction in 2026.

Background

The proposed survey work is needed in order to prepare detailed engineering design for the 2026 local street resurfacing project and for the 2026 water and sewer improvement projects. The scope of the work under this contract includes the full topographic surveys for blocks with major resurfacing work, and full surveys, including providing locations and depths of underground utilities for water and sewer main improvement locations. The results of the survey are used as the base for all engineering design of the various projects.  

V3 is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. V3 has previously competed survey work for the Village and has done excellent work.     

Timing Considerations

Adoption of the Resolution at this time will allow for the construction contract to be completed on its originally intended schedule. 

Budget Impact

There is $1,259,966 available for this work in the FY25 Budget in the Water & Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040.43750.781.570707 which will fund $22,000 of this work. There is $136,068 available for this work in the FY25 Budget in the Capital Improvement Fund, Public Works - Engineering, Local Street Construction account no. 3095.43780.101.570951 which will fund the remaining $80,000 of this work.

Staff Recommendation

Adopt the Resolution, which will allow for the design of the 2026 Water and Sewer Replacement and the 2026 Roadway Resurfacing Projects to be completed.

Advantages:

                     The construction contract will allow for the projects to occur.

Disadvantages:

                     This action requires the expenditure of funds.

Alternatives

Alternative 1:

The Board can delay to gain additional information.

Advantages:

                     The Board will be presented with the requested information.

Disadvantages:

                     Delays in awarding the survey contract will cause delays in the design and ultimately the bidding and construction of these projects included in the Capital Improvement Plan.  These delays could have negative cost implications. The Board can delay to gain additional information.

Alternative 2:

The Board can vote down the Resolution.

Advantages:

                     This action can result in short-term cost savings of $102,000. 

Disadvantages:

                     The 2026 Water and Sewer Replacement and Resurfacing Projects would be delayed or cancelled.
