Overview
The Parking Division sent out an Request for Proposals (RFP) for structure maintenance repairs to the OPRF garage. A total of eleven engineering firms received RFP documents and four proposals were received. Staff in conjunction with Walker Restoration Consultant reviewed the proposals. The proposal from J. Gill and Company was the low bidder and best fit the needs of the Village for this project.

Fiscal Impact
The FY2017 budget provides $300,000 for parking structure maintenance in three village garages. We have allocated approximately $44,000 for a contractor to oversee the repairs and construction the OPRF High School Garage RFP. Staff will submit a budget amendment allocating the remaining $256,000 towards the OPRF High School Garage account no. 5060-43770-783-570705. Staff will also submit a budget amendment to move $135,000 from account no. 5060-43770-101-570720 for General Equipment to the OPRF High School Garage account no. 5060-43770-783-570705, to make up the remainder.

The bid amounts were as follows
J. Gill and Company $346,346
JLJ Contracting $468,241
Western Specialty $486,955
Bulley and Andrew $580,850
Staff further discussed with J. Gill and Company the opportunity to keep sections of the garage open at any given time. Starting with at least 50 spaces and gradually increasing, thus reducing the impact on the high school garage users. This request would increase the cost of the project to, no more than, $370,000; based on weather, school events, and actual parking needs as determined by the parking division during the scope of work performed.
Alternatives
The alternative to this recommendation could be to allow the contractor to close off the entire garage and keep the cost at the original bid amount of $346,346.00
Previous Board Action
At the June 19, 2017 Board Meeting, a resolution was approved for a professional services agreement with Walker Parking Consultants/Engineers, Inc. for repair documents, construction administration and observation of Oak Park River Forest Parking Structure Repairs in an amount not to exceed $44,000.
