The purpose of this item is to renew the Independent Contractor Agreement with A & B Landscaping & Tree Service, Inc. to provide snow plowing and salting services for a portion of the Village’s parking lots, as well as the Village’s Sidewalk Snow Removal Assistance Program, for the 2026 winter season.

Prior Board Action

On December 3, 2024, the Village Board approved a Resolution authorizing the execution of Independent Contractor Agreements with A & B Landscaping & Tree Service, Inc., and G.A. Paving, LLC for snow and ice removal services, exercising the first of two available renewal options.

On October 16, 2023, the Village Board approved a Resolution authorizing execution of Independent Contractor Agreements with A & B Landscaping & Tree Service, Inc. and G.A. Paving, LLC for snow and ice removal services

Background

The Village issued a Request for Proposals (RFP) on August 18, 2023, seeking qualified contractors to provide snow and ice removal services for Village-owned and leased parking lots, the Sidewalk Snow Removal Assistance Program, and backup street plowing. Four proposals were received and reviewed for responsiveness, cost, and performance capability.

Following the evaluation, staff identified A & B Landscaping & Tree Service, Inc. and G.A. Paving, LLC as the most qualified and cost-effective respondents. Both have demonstrated consistent performance and reliability under previous Village agreements.

The proposed renewal with A & B Landscaping & Tree Service, Inc. provides for the following services:

1.                     Snow and ice removal for the north section parking lots (generally north of the CTA Green Line); and

2.                     Operation of the Village-wide Sidewalk Snow Removal Assistance Program.

A separate agenda item covers the renewal of the Independent Contractor Agreement with G.A. Paving, LLC for snow and ice removal services in the south section of the Village’s parking system.

Should the Public Works Department require backup or emergency street plowing assistance, such work may be authorized by the Village Manager and subsequently approved by the Village Board through a contract amendment.

Timing Considerations

Approval at this time will ensure that snow and ice removal services and sidewalk shoveling operations are secured in advance of the 2026 winter season.

Budget Impact

Adequate funding is included in the proposed FY 2026 Budget as follows:

There is no direct staffing impact associated with this item. Services are performed by the contractor under the direction of Public Works.

Maintaining clear and accessible sidewalks and parking lots during winter weather supports equitable access throughout the Village. Reliable snow and ice removal are essential to ensuring that persons with disabilities, seniors, and other residents with mobility challenges can safely navigate the public right-of-way.

Staff Recommendation

Staff recommends that the Village Board approve a Resolution authorizing renewal of the Independent Contractor Agreement with A & B Landscaping & Tree Service, Inc. for snow plowing, salting, and sidewalk snow removal services for Fiscal Year 2026 in an amount not to exceed $75,000.

Advantages:

                     This action ensures continuity of snow and ice removal services for the north section of the Village’s parking system and the Village-wide Sidewalk Snow Removal Assistance Program.

                     This action retains a reliable contractor with proven experience and familiarity with Village operations.

                     This action provides a cost-stable renewal with a 3% rate adjustment in line with market conditions and contract terms.

Disadvantages:

                     Renewal limits the opportunity to seek new competitive bids or potential cost reductions in the short term.

Alternatives

Alternative 1:
The Board can elect to delay approval of the Resolution.

Advantages:
• This action allows additional review or discussion.
• Provides time for staff to gather any additional information requested by the Village Board.

Disadvantages:
• A delay in approval may result in delays in securing snow and sidewalk removal services before the start of the 2026 winter season.
• Could create service gaps during early-season snow events.

Alternative 2:
The Board can request that staff issue a new Request for Proposals (RFP) for all snow removal services.

Advantages:
• A new RFP may generate updated pricing or interest from new vendors.
• Provides an opportunity to reassess current service coverage or contract terms.

Disadvantages:
• Would delay contract execution and risk interruptions in snow and sidewalk removal operations.
• A new RFP could increase administrative workload and reduce readiness for the upcoming season.
