Overview
The Oak Park Public Library has requested the use of the Village’s Avenue Parking Structure, located at 720 North Boulevard, for library employee parking. This request is being made in an effort to make the Library’s limited parking spaces more available to Library customers. The proposed Intergovernmental Agreement provides for reduced-cost parking permits for up to 25 library employees over a five (5) year term. A previous agreement provided a similar parking arrangement from 2016 through 2019.

Background
The proposed Intergovernmental Agreement between the Village of Oak Park and the Oak Park Public Library seeks to provide reduced-cost parking permits for Library employees parking at the Village’s Avenue Parking Structure, located at 720 North Boulevard. The Village and Library previously entered into an Intergovernmental Agreement from 2016 to 2019, providing a similar arrangement for reduced-cost parking permits.
The proposed agreement provides the library with 25 parking permits at a reduced cost through 2027. While the cost of the permits for 2023 is 65% below the normal retail cost, an annual 5% escalation is included to account for future operational costs associated with the parking garage and/or future adjustments to the retail cost of the permits.
Fiscal Impact
Revenue collected from parking permits sold for the Village’s Avenue Parking Structure is accounted for in GL # 5060-43770-784-440460 (Garage Fees & Permits). Below is a summary of the Village’s subsidy provided to the Library, resulting from the reduced cost of parking permits over the five-year term of the proposed agreement. The fiscal impact defines the Village’s subsidy as the difference between the revenue collected for 25 parking permits at the 2023 retail cost, versus the established cost for the library each year, pursuant to this proposed Intergovernmental Agreement.
