Overview

The Village issues vehicle licenses to passenger cars and othe motor vehicles.  This ordinance increases the passenger rate from $50 to $65, but leaves all other categories unchanged including the discounts for licenses issued to senior citizens.  Staff also recommends the on-line renewal discount be removed.

As this item is for its first reading, no action is required at this time. 

 

Fiscal Impact

Staff projects the proposed increase will generate an additional $300,000 annually.

 

Background

While reviewing the draft FY 2016 Recommended Budget, this fee was reviewed along with several others. Staff presented its analysis and the Finance Committee approved the proposal to be brought before the full Board for discussion.

 

There are currently 20 different types of licenses whereas the main, passenger category accounts for 75% of the total licesnses sold.  Senior discounted licenses account for 16% of all issued.  Staff is recommending that the on-line discount be eliminated since we do not consistently offer an online discount for other transactions in the Village.  Also, to the extent that we are using more technology in general in the Village, the inclentive to use new technology is no longer a best practice.

 

Alternatives

The Village Board could maintain the current rate.  Related to the elimination fo the on-line discount, the Board could instead move to a flat rate of a $2 discount instead of 10%.
