The Village received five bids for Project 26-2, Resurfacing of Various Streets. The low responsible bid was submitted by R.W. Dunteman Company in an amount of $4,353,992.99. The project includes resurfacing of 54 blocks of local streets including sewer spot repairs, neighborhood greenway bicycle improvements, traffic calming, and pedestrian safety improvements at locations which overlap the street resurfacing. The project includes traffic calming at various locations by schools and parks, and from traffic calming petitions. The low bid is under the budgeted amount, and staff recommends awarding the contract at the available budget amount of $4,665,519 to take full advantage of the competitive pricing that was offered.  The additional funds will allow for the resurfacing of an additional 6 blocks of roadway within the Village.

Background

Competitive bids were opened on May 28, 2026 for Project 26-2, Resurfacing of Various Streets. Nine contractors downloaded the bid documents and five bids were received. The low responsible bid was submitted by R.W. Dunteman Company in an amount of $4,353,992.99. 

The project includes resurfacing of 54 blocks of local streets (23 north-south blocks and 31 east-west blocks) including sewer spot repairs, neighborhood greenway bicycle improvements, traffic calming, and pedestrian safety improvements at locations which overlap the street resurfacing. The project also includes traffic calming at various locations from traffic calming petitions and traffic calming by schools and parks with the installation of speed cushions. A project location map is included with this agenda item, which shows the streets included for resurfacing along with the numerous traffic calming or bicycle improvements being implemented as part of this project. The project includes the resurfacing of Augusta Street from Harlem to Oak Park Avenue including the installation of bike lanes in this section. The project also includes the resurfacing of Parking Lot 39 on Harvard west of Austin Boulevard.

Many of the traffic calming improvements included in this project represent the Vision Zero Plan’s (VZP) recommendations for implementing traffic calming by policy. These include pedestrian safety improvements at corners for curb extensions (bump-outs) either using paint and post treatments (when sidewalk curb ramps are not being replaced) or traditional concrete curbs and sidewalks (when sidewalk curb ramps are being replaced), as well as implementing traffic calming and safety improvements near schools and parks when these streets are being resurfaced.

Additionally, this project will include the installation of speed cushions to calm traffic near schools, parks, and along the Neighborhood Greenway network. A speed cushion is a type of vertical deflection that is designed to allow emergency vehicles, which have wider wheel bases, to pass over the cushion with minimal impact while still effectively lowering the speed for non-emergency vehicles. This treatment was recommended by the Vision Zero Action Plan to reduce vehicle speeds in areas where vulnerable road users are more likely.

The low bid is under the budgeted amount and staff recommends awarding the contract at the available budget amount of $4,665,519 to take full advantage of the competitive pricing that was offered. The additional funds will allow for the resurfacing of an additional 6 blocks of roadway (4 north-south and 2 east-west blocks) within the Village, the associated traffic calming work at these locations, and the remainder of the speed cushion work on the bike boulevard network and near schools and parks.

Timing Considerations

Adoption of the Resolution at this time will allow for the contractor to complete construction in the desired timeframe to minimize disruption to nearby schools and complete the project by October 30, 2026. Areas near schools are to be completed by the end of August 2026.

DEI Impact

The Vision Zero plan highlights that traffic accidents disproportionately affect minority communities within the Village. Traffic calming improvements will enhance safety for all users, with particular benefits for these vulnerable groups.
