Overview
The FY 2015 Fleet Replacement Fund Budget includes the replacement of eight Police vehicles. Two of these vehicles will be replaced with 2015 Dodge Chargers, with the Police Package. The SPC awarded the bid to Napleton Dodge of Westmont Illinois.

Staff Recommendation
Staff recommends the approval of a Resolution authorizing purchase of the two 2015 Dodge Charger Police Vehicles from Napleton Dodge and waiving the Village's bid process.
Fiscal Impact
The purchase of two 2015 Dodge Chargers, with police packages will cost $51,808.00.
Funding is provided in the Fleet Replacement Fund in account No. 3032-43900-857-570750. A portion of the funding is through a transfer from the Federal RICO Fund.
Funds for necessary equipment such as light bars, sirens, etc. will also come from this account but will be purchased separately from vendors who supply this equipment.
Background
Each year, the Village allocates funds for the annual replacement of vehicles. The Public Works Department manages the budget for vehicles that will replace those units having reached the end of their service life under the fleet replacement program. The intent of the fleet replacement program is to replace vehicles and equipment using the established criteria for replacement of fleet vehicles/equipment, including age of vehicle/year purchased, mileage or hours, type of use (full time, seasonal, emergency, non-emergency, etc.), consequences of down time, maintenance history and costs, drivers evaluations, trade-in or resale values and indispensability of vehicle/equipment as a guide to guard against excessive maintenance costs and low resale values.
The Fleet Division's goal is to standardize vehicle acquisitions whenever possible in support of the fleet maintenance program and to operate the Village's fleet in a fiscally responsible manner.
The vehicles being replaced are considered full time emergency response vehicles, and the consequences of their downtime could compromise life safety for citizens and those who work in the Village.
The new vehicles include the standard Police package and come with a three year, 36,000 mile bumper to bumper warranty. The cost for each vehicle is $25,904.00. The proposed vehicles will be flex fuel vehicles and will be capable of using E85 fuel.
Two existing Ford Crown Victoria Police vehicles will be sent to auction.
Alternatives
The alternative to not purchasing the new vehicles would be to keep the existing vehicles. However, replacement of vehicles and equipment on a timely basis limits overall downtime and allows for maximum trade-in and/or auction values.
Previous Board Action
The Village Board has annually approved replacement of vehicles per the approved Fleet Replacement Fund Budget.

Anticipated Future Actions/Commitments
The Public Works Department brings vehicle replacement requests to the Village Board annually.
Intergovernmental Cooperation Opportunities
The vehicles are purchased through the Suburban Purchasing Cooperative in order to take advantage of the volume discounts involved in such joint purchasing efforts.
