Overview

This project includes the resurfacing of approximately 2 miles of local streets.  Competitive bids were opened on July 6, 2017, for the Resurfacing of Various Streets Project.  Ten contractors picked up bid documents and five bids were received.  The low responsible bid was submitted by Crowley Sheppard Asphalt, Inc. in an amount of $2,148,341.43.

Fiscal Impact

This project includes multiple funding sources in the FY2017 Budget including CIP funds for street resurfacing and pavement patching, Parking Funds for resurfacing parking lots, and Colt Westgate Redevelopment Funds for the work adjacent to this site.  There are available funds in the FY2017 budget for the project in the following accounts in the table below.   

 

The cost sharing agreement with SDOP Corp. will reimburse the Village for half the costs of the streetscape work adjacent to the Emerson Development for roughly $44,697.

Background

This project includes reconstructing local streets at 14 different locations throughout the Village for about 2 miles of total resurfacing.  This project focuses on streets in deteriorated condition needing deeper asphalt replacement and typically full curb replacement.  Pavement patching on Austin Boulevard between Harrison and I-290 is also included on this project utilizing pavement patching funds.   

 

The project includes the resurfacing of 2 Village parking lots, Lot 25S at Superior and Austin and Lot 96 at North Blvd west of Oak Park Ave.  The cost to resurface the two parking lots is $74,001. 

 

The project also includes replacing the existing landscaped area along the west side of the Gap and Old Navy properties owned by SDOP Corp. so that it matches the proposed streetscape on the Emerson Development’s frontage of the newly constructed Maple Avenue.  The streetscape work generally includes replacing the existing landscape area with traditional concrete sidewalk, trees in tree pits, and replacing the existing low level lighting with salvaged lights from Westgate Street which will match the style of the proposed lights of the Emerson Development.  The as-bid cost for the streetscaping work is $145,616 plus an allowance to modify the existing irrigation/sprinkler system to reflect the new design.  Staff is recommending modifying the design to eliminating the use of structural soil which is used to ensure the long term health of the new trees since the soils in this area are most likely adequate for the trees.  The recommended cost for the streetscape work with is $89,393 plus an allowance for the sprinkler modifications.  The cost sharing agreement is still being negotiated.  Should the Village not be able to come to terms on the cost sharing agreement, the construction work at this location will not be constructed.

The alternative to this recommendation could be to delay action to gain additional information.

Anticipated Future Actions/Commitments

A separate agenda item for a cost sharing agreement with SDOP Corp. for the Construction of a Streetscape project on their property adjacent to the new Maple Avenue will be presented to the Village Board at the next regularly scheduled Board meeting.

 

A separate agenda item for Professional Services Agreement with Hampton, Lenzini and Renwick, Inc., for Professional Engineering Services for Construction Engineering for the 17-2 Resurfacing of Various Streets Project, in an Amount not to Exceed $120,590.69 is being presented to the Village Board.
