Introduction
overview
Based on the documented crashes occurring in June and August this year, the intersection of N. Taylor Avenue and Superior Street now meets the warrant of six or more correctable crashes within a 36-month period for conversion from two-way to all-way stop control. Staff recommends upgrading the intersection to all-way stop control to enhance safety performance and reduce the likelihood of future correctable crashes.

Prior Board Action
The Board has taken the following prior action:
• The Village Board approved a Motion to Concur with the Transportation Commission’s Recommendations for Traffic Calming at the Taylor Avenue and Superior Street intersection on July 21, 2026 (MOT 26-191).
Background
This Ordinance establishes all-way stop control at the Taylor and Superior intersection. In January of 2026, the Village received a petition to implement traffic calming at this intersection. Residents expressed a desire to upgrade the intersection from a 2-way to an all-way stop. At the time, the intersection did not meet the warrants for an all-way stop. The petition was reviewed by the Transportation Commission at its June 8th, 2026 meeting, and the commission recommended installing paint and post curb extensions on all four corners, removing the 2-way supplemental signs and installing “cross traffic does not stop” signs, and installing high-visibility crosswalk pavement markings on the east and west legs of the intersection. At the July 21st Board meeting, the Village Board voted to concur with the Transportation Commission’s recommendations.
Since the time of the Transportation Commission meeting on June 8th, there have been two right-angle collisions from drivers disregarding the stop signs (in June and August). Based on these two recent crashes, the intersection now meets the warrant of 6 or more correctable crashes in a 36-month period. Staff recommends upgrading from the 2-way to all-way stop control at this intersection to improve safety. Staff will still implement the other approved recommendations for upgrading the crosswalk pavement markings and installing the paint and post bump-outs, which are planned for 2027 implementation.
Timing Considerations
Adoption of the Ordinance at this time will allow for staff to install the signage.

Community Input
On January 12, 2026, the Village of Oak Park received a petition to implement traffic calming measures at the N Taylor Avenue and Superior Street intersection. The petition organizers were notified of the June 8th TC meeting regarding these petitions, and public comments from residents were heard at the TC meeting. TC meeting minutes are attached for reference.
At the June 8th, 2026 meeting, the Transportation Commission voted six to zero to:
• Install paint and post curb extensions on all four corners of the N Taylor Avenue and Superior Street intersection, extending onto both streets
• Remove “2-WAY” supplemental plaque sign and install “Cross Traffic Does Not Stop” (W4-4P) supplemental plaque sign
• Install High Visibility Crosswalk Markings along the east and west legs of the intersection of N Taylor Avenue and Superior Street
Staff Recommendation
Adopt the Ordinance for establishing the all-way stop control.
Advantages:
• This will improve safety at the Taylor and Superior intersection and address resident concerns.
Disadvantages:
• There are no disadvantages to this action.

Alternative 1:
The Board can delay action to gain additional information.
Advantages:
• Board Members would be presented with the additional information they requested.
Disadvantages:
• The timing of the eventual Board action will impact the desired implementation schedule.

The Board can vote down the item.
Advantages:
• Voting down the item will allow for traffic patterns to remain unchanged.
Disadvantages:
• Since the intersection meets warrants based on having 6 correctable crashes over 36 months, there is a documented safety concern that would not be addressed should the Board vote down the item.
