Background
The Village Board Goals include goal 5.1.f.i. which states “Evaluate the return of various shared-mobility programs.” Climate Ready Oak Park (CROP) action VT04 states “Conduct a feasibility analysis of reintroducing the Oak Park shuttle with an all-electric fleet.”
The Environment & Energy Commission’s (“EEC”) 2024 and 2025 work plans include the Oak Park Electric Shuttle as a project. In 2024 the EEC drafted a survey for Engage Oak Park which was open from October 3 2024 through November 30 of 2024 and received 187 responses. Most respondents (72.7% indicated they were in favor of adding an electric shuttle service to the Village. Responses were split between preference of an app based on-demand shuttle (43.4%) and a fixed route shuttle (56.6%) indicating the need for further assessment of the best model for the community.
Previously, the Village had received a proposal from the mobility company, Via, to asses feasibility for their services. The proposal included a range of services that would have cost between $30,000 and $60,000 for the full study. Staff determined that it would be preferable to issue an RFP for a feasibility assessment which would look at a wider variety of program types and structures.
The Village issued an RFP on December 3, 2024. One proposal was received, reviewed, and deemed to meet the Village’s needs and expectations. The proposal from T.Y. Lin is attached.
Timing Considerations
There are no specific timing considerations associated with this item.
Budget Impact
The feasibility study will cost $58,114. Funding for this project is allocated in GL# 2310.41020.101.570853.0000
Staffing Impact
Project management for this study will be the responsibility of staff from the Office of Sustainability and Resilience. Input and engagement at various points in the study will include staff from multiple departments including Development Services, Neighborhood Services, Public Works, and DEI.
DEI Impact
The DEI Office will be engaged throughout the study. Stakeholder engagement will seek input from highly impacted and vulnerable community members.
Community Input
The electric shuttle feasibility assessment has been an effort driven by the Environment and Energy Commission and is included in both the 2024 and 2025 EEC work plan. Engage Oak Park was utilized to collect public input from October through November 2024. Additional stakeholder engagement will be completed through the feasibility study.
Staff Recommendation
Staff recommends the approval of the attached professional services agreement.
Advantages:
• Completing the feasibility study will accomplish a Board goal and further an EEC project.
• T.Y. Lin has a track record of work within the Village on transportation studies and projects.
Disadvantages:
• Approving the PSA will result in staff time and budgetary impacts.
Alternatives
Alternative 1:
Do Not approve the attached PSA and do not pursue a feasibility assessment.
Advantages:
• There will be no changes to staff time.
• Budgeted expenditures would decrease by $58,114.
Disadvantages:
• The feasibility study will not be completed.
• Any further efforts towards an electric shuttle will not be based on results of any study.
Alternative 2:
Do not approve the attached PSA and issue a new RFP for a feasibility study.
Advantages:
• The Village may receive more proposals at a lower cost.
Disadvantages:
• The feasibility study will be delayed.
• No more qualified vendor may respond to the RFP.
• Proposals may come back at a higher cost.
Anticipated Future Actions
If the PSA is approved, Staff will begin working with T.Y. Lin to initiate the study. Staff anticipates bringing the results of the study back to the Board in Quarter 3 of 2025.
