As part of the five-year PY 2020-2024 Consolidated Action Plan for Housing and Community Development (“Con Plan”) that guides decisions for allocating CDBG funds, the Village has prepared the draft PY24 CDBG funding recommendations, which includes proposed activities as recommended by the CDCAC and in need of approval by the Village Board.

Background

Each year, the Village of Oak Park receives an allocation of CDBG funds from the U.S. Department of Housing and Urban Development (HUD). The Village will receive $1,581,724 in Program Year (PY) 2024, a 1% increase from the $1,539,187.00 in Program Year (PY) 2023 funding. As in PY2022 and PY2023, the Village will not receive any CDBG Emergency Solutions Grant (ESG) monies in PY2024.

 

The purpose of the CDBG program is to meet the needs of primarily low -and moderate-income persons. This funding recommendation from the CDCAC is for PY 2024, which operates from October 1, 2024-September 30, 2025.

 

The CDCAC reviewed PY 2024 applications, held three public meetings, including two meetings of applicant presentations, and now recommends to the Village Board specific funding allocations for non-profit entities that will carry out CDBG Public Services, Public Facility Improvement, and Administration. HUD limits public service funds to a 15% cap of the annual allocation, allotting $237,258 available in PY24, and administration funds to a 20% cap of the annual allocation, allotting an available amount of $316,344. Administration funds also cover expenses for CDBG staff and overhead costs through the Village. The recommendations are outlined below.

 

Public Service: Easterseals, $7,000; North West Housing Partnership, $8,500; Way Back Inn, $17,000; NAMI Metro Suburban, $11,000; Community Support Services, $12,000; Our Future Reads, $8,500; New Moms, $20,000; IWS Children’s Clinic, $25,000; Y.E.M.B.A., $26,500; Hephzibah, $26,000; Beyond Hunger, $28,758; VOP Farmer’s Market, $12,000; Housing Forward, Interim Housing, $35,000.

 

Public Facility Improvement: UCP Seguin of Greater Chicago, $62,250; Way Back Inn, $32,303.10; YEMBA, $14,800; Thrive Counseling Center, $35,132; Oak Leyden, $48,994; and P.A.C.T.T. Learning Center, $39,200.

 

Administration: Oak Park Coalition to End Homelessness, $40,000.

 

Due to an extension of the Performance Review for Oak Park Regional Housing Center until October 10, 2024, the Village of Oak Park cannot consider funding recommendations for this organization until the stipulations are removed and are aligned with the Village of Oak Park’s Funding Agreement. Should this happen after October 10, 2024, the Village will consider a substantial amendment to allot funding to the Oak Park Regional Housing Center. 

 

Fiscal Impact

The Village of Oak Park is an entitlement community, receiving an annual grant from the U.S. Department of Housing and Urban Development (HUD). This agenda item has no impact on the Village’s General Fund.

 

DEI Impact

The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives are: 1) Benefit to low and moderate-income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.

 

The Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

 

Alternatives

The Board can delay action to request additional information.

 

Previous Board Action

On July 31, 2023, the Village Board approved the PY2023 Action Plan for the period of October 1, 2023 to September 30, 2024.

 

Citizen Advisory Commission Action

The Community Development Citizens Advisory Commission (CDCAC) reviewed applications, held three public meetings, including two meetings of applicant presentations, and developed recommendations for the PY2024 CDBG funding. The final of these three meetings was a public hearing.

 

Anticipated Future Actions/Commitments

On June 18, 2024, staff will present a Resolution releasing the draft PY 2024 Action Plan for a 30-day comment period. The Village will advertise the availability of the document and the public can review and provide comments. The above allocation awards will be part of the PY 2024 Action Plan. After this comment period, a final PY 2024 Action Plan will go to the Village Board for approval, and afterward, the Action Plan will be submitted to HUD.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Program Consortium, the Village, in partnership with Cook County, will submit the PY 2024 Action Plan to HUD on August 15, 2024.
