Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

An Oversized/Overweight permit fee was added to the 2026 Annual Building and Construction Fee Ordinance. Currently there are no permits or fees required for oversized and/or overweight vehicles traveling through the Village on local roads. This amendment to the ordinance requires permits and their associated permit fee for oversized and/or overweight vehicles.

Recommended Action

Adopt the Ordinance.

Prior Board Action

The Board has taken the following prior action:

                     On September 30, 2025, the Board approved the Annual Building and Construction Permit Fee and Zoning Application Fee Schedule Review and Update which included the addition of Overweight and Oversized Vehicle Fees (ORD-25-176).

Background

This Ordinance amends Oak Park Village Code for truck classifications adding a prohibition on overweight and oversized vehicles using Village roads without a permit and the associated permit fees.  There is a separate agenda item for a Service Agreement with Oxcart Permit Systems for overseeing the online permitting process and fee collection for oversized and/or overweight vehicles.   

Timing Considerations

Adoption of the Ordinance at this time will allow for staff to enforce permitting and collect fees for oversized and/or overweight vehicles consistent with the Annual Building and Construction Permit Fee Ordinance. 

Budget Impact

Under the current process there are no permits required for oversized/overweight vehicles and no fees collected.  With the proposed Ordinance, these fees will be collected and revenue from these fees will go to the Capital Improvement Fund to offset the damage done to the roadways as a result of these oversized/overweight vehicles. 

Staffing Impact

There is no staffing impact associated with this item. The item aligns with the department’s core service delivery.

Staff Recommendation

Adopt the Ordinance for requiring permits and fees for oversized and/or overweight vehicles. 

Advantages:

                     This action will result in reduced staff time on the approval of oversize and overweight permits.

                     The standardization of permitting systems with surrounding roadway authorities reduces applicant confusion and time.

                     This action can result in the generation of revenues.

Disadvantages:

                     There are no disadvantages to this recommendation.

Alternatives

Alternative 1:

The Board can delay action to gain additional information.

Advantages:

                     Board Members would be presented with the additional information they requested.

Disadvantages:

                     The timing of the eventual Board action will impact the desired implementation schedule for January 1st.

Alternative 2:

The Board can vote down the item.

Advantages:

                     There are no advantages to this alternative.

Disadvantages:

                     This action can result in a loss of revenues.

                     This action can result in increased staff time administering permits.

                     This action can result in inconsistencies with permit fees ordinances.
