Overview

Overview

The Department of Public Works is responsible for collection of refuse and recycling materials from Village owned containers that are placed throughout the community, primarily in the business districts.  To assist in this effort, a contractor is utilized.  Advanced Disposal performed this work last year and this would renew the agreement for one year.

Body

Staff Recommendation

Approve the Resolution.

Fiscal Impact

The FY 2017 budget, for Street Services, provides $125,000.00 to perform refuse/recycling container pick up in the General Contractuals account no. 1001-43740-761-530660.  Additionally, $3,000.00 of the contract total will be charged to the Parking Fund for weekly collection of refuse in the parking structures, in account nos. 5060-43770-(784 or 788) -530660.  The total value for this work would be $128,000.00

Background

The Village is responsible for maintaining approximately 300 refuse and recycling containers throughout the Village.  Many are within the twelve separate Business District areas which require regular refuse and recycling container pick up.  There are also several events that occur in the Village that will require additional pick up prior to its occurrence.

Competitive bids were opened in April, 2016 when the Village issued a call for bids for 2016 Refuse/Recycling Container Pick Up.  Five refuse companies were contacted and invited to bid. Three refuse companies requested the bid package and one of them submitted bids.  The only bid was submitted by Advanced Disposal of Melrose Park, Illinois.

Advanced Disposal has been performing this work for the last four years for the Village in a satisfactory manner.  The current agreement ends May 31, 2017.

Typical agreements with Village contractors include the possibility of renewing the agreement for two additional one year terms after the initial one year agreement.

This work would not be subject to the Village’s Living Wage Ordinance since the contractor has verified that they already pay in excess of the minimum living wage.

Alternatives

An alternative action would be to bring container pick up back in-house which would require the hiring of additional staff to perform that task.  At this point, this option would be a more costly service delivery method.

Previous Board Action

The Village Board has approved contract renewals for this type of work in the past.

Anticipated Future Actions/Commitments

It is anticipated that this work will continue to be performed by contractors thus requiring Village Board approval.

Intergovernmental Cooperation Opportunities

The Park District also empties refuse containers within the parks but they complete this work in-house.  The Park District has approximately 75 refuse cans in use during their peak periods.  Village staff has shared the bid information in the past with the Park District but they were not interested in providing this service to the Village.

Performance Management (MAP) Alignment

This work is in alignment with the Governance Priority established for the Department of Public Works for Maintenance and Service Programs.
