Overview

The Engineering Division opened bids on July 14, 2016 for the Washington and Wisconsin Traffic Signal Improvement Project.  Four bids were received.  The low bid was submitted by H&H Electric Company in an amount of $302,725.20 which is more than the $150,000 included in the FY2016 Budget for this project.  Staff recommends rejecting the bids since the project exceeds the budget amount and including funds for this project in a future year’s budget.

There is no fiscal impact to rejecting the bids. 

 

The FY2016 Budget included $150,000 in funds for the design and construction of this project in the Capital Improvement Fund, Public Works - Engineering, for Traffic Signal Management account no. 3095-43780-101-570971 which were carried forwarded from FY2015.  There is $128,551 remaining for construction of this project in the FY2016 budget following costs for design engineering. 

 

The low bid received for this project was competitive and accurate and the future budget amount for this project will be adjusted to reflect the actual cost of this work.  

 

Background

In 2012 the Illinois Department of Transportation (IDOT) approved the Village’s request to install a traffic signal at the intersection of Washington Boulevard and Wisconsin Avenue to reduce the accident rate, improve pedestrian safety, eliminate non-compliance of the right-turn-only restrictions, and to facilitate the movement of traffic from the Madison Street business district to the Pleasant District.  Washington Boulevard is an unmarked State Highway which required IDOT review and approval of the project’s design.  Staff has been working with IDOT for these past three years to get this project designed and approved.  

 

In July the Engineering Division bid the project and received four bids.  The low bid for the project from H&H Electric Company was competitive and accurately reflects what this project costs.  The Engineering Division did not set budget amounts for this project appropriately as the funds have been carried forward through time and the budgeted amount was not adjusted to reflect increased costs of construction.

 

The approved five-year Capital Improvement Plan includes $325,000 for this project in the FY2018 budget.

 

Alternatives

The alternative is to award a contract for the project to H&H Electric Company in an amount of $302,726.  If the Board selects this alternative a Resolution Approving a Contract with H&H Electric Company for the Washington and Wisconsin Traffic Signal Project in an amount not to exceed $302,726 and Authorizing its Execution is attached.

 

The proposed traffic signal project is $174,175 over the available FY2016 budget for this project.  In order to fund the proposed signal project staff is recommending using unspent funds from two projects not yet bid in FY2016 and to reduce the scope of two projects included in the FY2017 recommended budget according to the table below.  

 

In addition if this is the selected alternative, in FY2016 staff would recommend not constructing the proposed traffic signal improvements at Oak Park Ave and Garfield Street which was intended to add left turn arrows for eastbound Garfield to improve traffic flow.  Staff would also recommend using unspent funds for Traffic Signal Controller Replacements.  In FY2017 staff is recommending using $20,000 of the funds originally intended for Traffic Signal Controller Replacements and $80,000 from local street resurfacing to fund this project.  Staff will revise the proposed FY2017 budget and prepare a FY2016 budget amendment should the Board award a contract for this project if this is the selected alternative.
