Introduction

The Consolidated Annual Performance and Evaluation Report (CAPER) is a U.S. Department of Housing and Urban Development (HUD) required document that the Community Development Block Grant (CDBG) grantees must submit each year. The Program Year (PY) 2024 ended September 30, 2025, and this Draft PY 2024 CAPER must be released for a 15-day public comment period before it is submitted to HUD on December 30, 2025.

Recommended Action
Approve and release the Draft PY 2024 CAPER for a comment period and authorize the Village Manager to transmit the final document to HUD after the close of this period.

Background
The Village of Oak Park, as an Entitlement Community, receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for locally determined projects. In Program Year 2024 HUD awarded $1,581,724. The Village is limited to allocating 15 percent of the total CDBG allocation to Public Service and 20 percent to Administration. The Community Development Citizen Advisory Commission (CDCAC) reviews the applications and makes recommendations annually to the Village Board for their approval. The Village must submit a CAPER to HUD summarizing activity from PY 2024.
Timing Considerations
The approving of this item is necessary to avoid non-compliance with the HUD grant agreement. Once approved for release of a 15-day public comment period, this report is required to be submitted to HUD by December 30, 2025.
Budget Impact
There is no fiscal impact on the general revenue of the Village.
Staffing Impact
There is no staffing impact associated with this item. The item aligns with the Department’s core service delivery.
DEI Impact
The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of the three national objectives. The three national objectives are: 1) Benefit low-and moderate-income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.
The Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. The objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).
Community Input
The Community Development Citizen Advisory Commission (CDCAC) reviewed all applicants and made formal recommendations of funding to the Village Board of Trustees. Throughout the program year there have been three public comment periods to help staff provide insight and recommendations of funding to the Commission and Board.
Staff Recommendation
Adopt the Resolution.

Alternatives
The Village Board could delay approval to allow additional time for staff to gather further information.

• This action risks delays in reporting requirements.
Anticipated Future Actions
The draft CAPER will be made available for review at Village Hall and on the Village website. After the comment period, staff will transmit the approved final document to HUD.
