The Fiscal Year 2026 Fleet Replacement Fund includes the replacement of one (1) 2013 Ambulance. The planned vehicle will be a 2026 Ambulance manufactured by American Emergency Vehicles (AEV) and sold through American Response Vehicles Inc. The vehicle order process began in 2024, locking in the quoted price and starting the extensive build process. Delivery is expected in late 2026.

Prior Board Action
The Village Board approved funding for this vehicle/equipment replacement as part of the Fiscal Year 2026 Capital Improvement Budget on December 9, 2025 (ORD-25-220).
Background
This vehicle is an emergency response vehicle, and downtime could compromise the safety of citizens and village employees.
The AEV ambulance is the same manufacturer as our most recent ambulances. The AEV ambulance has demonstrated superior quality, reliability, and excellent warranty service. The preceding ambulances have also received high recommendations from both the crews that operate them and from Fleet Services, which performs the maintenance.
We are recommending purchasing the ambulance through the Houston/Galveston Area Council (HGAC) for an amount not to exceed $363,986.00. The Village of Oak Park is a member of the HGAC, which is a governmental unit in Texas that provides a more efficient purchasing program for local governments by conducting, on their behalf, a competitive, comprehensive, cost-saving bidding process.
Each year, the Village allocates funds for the annual replacement of vehicles in the Fleet Replacement Fund. The Public Works Department manages the budget for vehicles that will replace those units that have reached the end of their service life under the fleet replacement program.
The intent of the fleet replacement program is to replace vehicles and equipment using the established criteria for replacement of fleet vehicles/equipment, including the age of vehicle/year purchased, mileage or hours, type of use (full-time, seasonal, emergency, non-emergency, etc.), consequences of downtime, maintenance history & costs, driver evaluations, trade-in or resale values, and indispensability of vehicle/equipment as a guide to guard against excessive maintenance costs and low resale values.
The Fleet Division’s goal is to standardize vehicle/equipment acquisitions whenever possible to support the fleet maintenance program and operate the Village’s fleet in a fiscally responsible manner.
Timing Considerations
Adoption at this time will allow the Village to complete the paperwork and purchase upon delivery.
Financial Impact
The purchase of one 2026 AEV ambulance will be $363,986.00. Funding is provided in the Fiscal Year 2026 Fleet Replacement Fund in account No. 3032-43900-851.570750. Funds for necessary equipment, such as light bars, graphics, sirens, etc., will also come from these accounts, but will be purchased separately from vendors who supply this equipment.
