Overview
Overview
The Engineering Division issued a Request for Proposals (RFP) in 2017 for design and construction engineering services for the federally funded Installation of LED Countdown Pedestrian Signals and Traffic Controller Upgrades at Various Locations in Oak Park, six proposals were received. The proposal from Hampton, Lenzini and Renwick, Inc., best fit the needs of the Village at a competitive price. The Village will be reimbursed 80% of the costs for this work from a Federal grant for the project.

Fiscal Impact
The costs for the project would be funded through the FY 2018 Capital Improvement Fund for Traffic Signal Management account no. 3095-43780-101-570971 which provides $175, 893 for this project. There are available funds in the same account to cover the increased construction engineering costs. The Village will pay for the construction engineering costs up-front and be reimbursed by the State at an 80/20 cost share.
Background
The Village received a $137,280 Safe Routes to School Grant in November of 2014 for upgrading pedestrian signals to LED countdown signals and upgrading traffic controllers at 26 signalized intersections. The funds for design and construction management of this project were approved with the FY 2017 budget but the project has experienced delays in project review.
Since this is a federally funded project the Village could initially only award the phase 2 design portion of the contract. In March, 2017 the Village Manager’s Office approved the locally funded phase 2 design contract in the amount of $24,825 which is within their spending authority. The phase 3 construction management portion of the work can now be awarded by the Board following design approval and will utilize federal funding for approximately 80% of the costs. The phase 3 construction management cost was originally $17,093 but has been adjusted to $23,389.78 due to increased consultant costs and a change in scope since the time of the proposal.
Hampton, Lenzini and Renwick, Inc., has considerable experience overseeing federally funded projects.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
At the February 18, 2014 regular meeting the Village Board authorized a resolution for an application for Grant Funds from the State of Illinois Safe Routes to School (“SRTS”) Grant Program.
At the April 16, 2018 regular meeting the Village board approved a carry-forward for unspent funds for the Pedestrian Signal Upgrades project.

Staff will submit a separate agenda item for a Local Agency Agreement for Federal Participation for the construction of this project.
A future Board item will be presented following bidding of this project recommending the State enter into a contract for the project.

This project involves the State and Federal Highway Administration working with the Village to fund and construct this project.
