Each year, the Village Board reviews and approves a work plan for boards and commissions. The commissions recommend to the Village Board a proposed work plan based on the Village Code. Some work plans also contain a budget request. The Village Board can also revise a commission’s work plan mid-year if it would like a commission to review an unexpected project or issue.

Background
This is an annual agenda item for which commissions create a work plan in accordance with Village Code and submit a draft for review by the Village Board. A memo from the Village Attorney summarizing the history of each commission and the Village code is attached to this agenda item.
Each commission created a red-line version of changes proposed from the prior year. Some commissions have minor or no changes. A summary of major changes from last year, if applicable, is also attached.
After the Village Board reviews and approves the work plans, they will be posted on the Village website and used to establish monthly commission meeting agendas.
The Board of Health, Community Relations Commission and the Citizen Involvement Commission have not completed their work plans at this time.
Fiscal Impact
Historically, the Village sets aside funding for all commissions in an account in the Village Manager’s budget. Each commission’s work plan template has a place for the request of funds.
For FY2024, commissions have requested a combined $43,580. In recent years, the Village has set aside $20,000 for use by commissions, as it did for FY2023. At this time staff does not recommend a 2024 budget amendment increasing the allocated amount since commissions typically underspend. For example, in 2023, commissions requested $32,830 but only spent $12,000. Attached is a summary comparing last year’s funding requests compared to this year’s requests. Staff will monitor the spending of funds. When expenses are close to exceeding the budget, a budget amendment will be forwarded to officially revise the budget from $20,000 to $43,580. The main reason for the increase is the Aging in Place speaker series.
The staff liaison to each commission is responsible for managing the purchases and contracts related to a commission work plan item following the same purchasing protocols as other Village expenses.
