Overview
The Illinois Department of Transportation (IDOT) has completed their design for an Intelligent Transportation System (ITS) project on North Avenue from York Road to Cicero Avenue to improve traffic flow. The project includes traffic signal improvements including fiber optic interconnections and emergency signal preemption equipment, changeable message signage, traffic surveillance equipment, and corner sidewalk ramp improvements at some locations. The Village previously approved a Letter of Intent which defined the Village’s cost sharing responsibilities for the emergency traffic signal preemption equipment. This Agreement obligates the Village to pay these costs and defines maintenance responsibilities for various elements along North Avenue. IDOT anticipates bidding the project this September.

Background
IDOT has been working on the study and design of a Smart Corridor along North Avenue for a number of years. The Smart Corridor concept uses Intelligent Transportation System (ITS) to improve travel for all modes of transportation. ITS relies heavily on technology to improve the traffic flow typically with signal upgrades and coordination.
Constructing a Smart Corridor was a recommendation of the Cook-DuPage Corridor Study and subsequent Cook-DuPage Smart Corridor Study. The Smart Corridor Study recommended a pilot project on North Avenue and on 22nd Street/Cermak since these would complement the future I-290 reconstruction project and allow for a better flow of traffic on these parallel streets.
The project includes traffic signal improvements, fiber optic traffic signal interconnects, electronic changeable message signs, traffic surveillance equipment, and corner sidewalk ramp improvements at select locations. IDOT intends on bidding the project in September with construction starting likely in 2024 to allow for procuring materials and winter conditions. Construction work will primarily be focused at traffic signal locations and the road will stay open to traffic.
In 2020, the Village approved a Letter of Intent (LOI) for this project. The LOI defined Village cost responsibilities for emergency vehicle preemption equipment and maintenance responsibilities. This follow up agreement to the LOI defines the costs and maintenance responsibilities for the emergency signal preemption equipment and other items along North Avenue. IDOT estimates the Village’s costs to be $40,072. However, the Village is required to pay the actual costs of the work if costs exceed the estimate. The Village has $60,000 which will be included in the recommended Fiscal Year 2024 Budget for this project.
Fiscal Impact
The Capital Improvement Plan identifies $60,000 in funding for Fiscal Year 2024 for the Village’s local share of this project in account #3095-43780-101-570966 (Capital Improvement Fund, Public Works - Engineering, Traffic Signals).The Village’s costs are estimated at $40,072 but the Village will be required to pay the actual costs for this work.
Staff will include the necessary funds for this project in the recommended Fiscal Year 2024 Budget in the Capital Improvement Fund. The Village will pay IDOT 80% of the costs following award of a contract and the remaining 20% balance upon completion of the project.
