Recommended Action
Adopt a resolution authorizing staff to submit a grant application to the Illinois Department of Transportation under the Illinois NEVI Formula Program for electric vehicle charging infrastructure at a Village-owned parking facility.

Background
The Illinois National Electric Vehicle Infrastructure (NEVI) Formula Program is a federally funded initiative administered by the Illinois Department of Transportation to support the deployment of publicly accessible electric vehicle (EV) charging infrastructure. The program is intended to expand access to reliable EV charging, reduce range anxiety, and support the transition to cleaner transportation options.
Under the NEVI Program, eligible projects may receive reimbursement of up to 80 percent of allowable project costs, with the remaining 20 percent funded through non-federal sources. Funding is provided on a reimbursement basis following project completion and compliance with program requirements.
Staff has identified three Village-owned parking facilities as potential host sites for EV charging infrastructure that would meet the program’s eligibility criteria and align with the Village’s mobility, sustainability, and climate goals. At this stage, Village staff is seeking authorization solely to submit a grant application for four EV charging stations. Submission of the application does not obligate the Village to accept funding, enter into agreements, or proceed with construction should the grant be awarded. Any future actions related to acceptance of funds, execution of agreements, or implementation would return to the Board for consideration and approval.
This initiative supports the Village’s core service priorities related to transportation, infrastructure modernization, and environmental stewardship.
Timing Considerations
The final grant application submission deadline established by the Illinois Department of Transportation is February 13, 2026, at 11:59 pm Central Time. Authorization at this time allows staff to prepare and submit the application within the established program timeline. Failure to meet the submission deadline would result in the Village being ineligible for consideration under this funding cycle.
Budget Impact
The current budget impact in unknown, as the size of the project has not been determined at this time. Authorization to submit a grant application does not commit Village funds. If the application is successful, the NEVI Program allows for reimbursement of up to 80 percent of eligible project costs. Any future financial commitment, including any required local match, will be brought before the Board for approval.

Staff Recommendation
Staff recommends authorizing the submission of a grant application under the Illinois National Electric Vehicle Infrastructure Program.
