This is A Resolution Approving an Intergovernmental Cooperation Agreement Between the Villages of Oak Park, River Forest, Forest Park, and Rosemont. This Intergovernmental Cooperation Agreement, through Public Act 104-0457 (70 ILCS 3615/2.48), provides each of the listed local governments the ability to seek reimbursement from the Chicago Transit Authority for first responder services delivered to the Chicago Transit Authority Blue Line or Green Line within the parties’ respective corporate boundaries.

Background
Part of the recently passed NITA (Northern Illinois Transit Authority) Act includes annual reimbursements from NITA for municipalities providing first responder services along the Blue and Green Lines.
Timing Considerations
Section 2.48(b) of Public Act 104-0457 (70 ILCS 3615/2.48(b)) requires submission of an itemized billing statement from the Parties to be submitted to the Chicago Transit Authority by January 15 of each calendar year. Payment to the Village must be provided no later than February 6, following the Village’s submission of expenses.
Financial Impact
Finance is reviewing the applicable legislation to determine statutory requirements and restrictions for use of funds. Finance will work with Fire and Police to identify a GL code to recognize reimbursement revenue in year one and then make an additional recommendation for future years based on initial performance of revenues.
Operations Impact
The Parties have agreed to the following rates for first responder services to be invoiced to the Chicago Transit Authority:
EMS Transport: $3,000 per occurrence
Fire Department response, no transport: $500.00 per occurrence
Police Response: $75.00 per Patrol Officer response
$85.00 per Sergeant response
$30.00 per Auxiliary Officer response
Village of Oak Park
Civilian Alternative First Responders: $82.82 per hour, per team of two

Staff Recommendation
Staff recommends approving IGA and submitting annual bills to the CTA.
Advantages:
• Village service will recoup expenses for service that will be provided regardless of individuals' ability to pay.
• This action can result in an alternative source of revenue for the Village

• There are no disadvantages associated with this action.
Alternatives
The Board can reject the resolution.
Advantages:
• There are no advantages to rejecting the IGA.
Disadvantages:
• This action can result in a loss of revenue for work that staff has done and has committed resources to.
Anticipated Future Actions
Staff anticipates reporting to the Village Board on the status of billing and any significant changes to the program, including the allocation of reimbursement funds.
