Prior Board Action
The Board has taken the following prior actions:

• On November 20, 2023, the Village Board adopted Resolution 23-340, approving an amendment to the Independent Contractor Agreement with NAFISCO, Inc. to change the project completion date and increase the not-to-exceed amount from $187,701.00 to $225,525.00.
• On June 20, 2023, the Village Board adopted Resolution 23-201, approving an Independent Contractor Agreement with NAFISCO, Inc. for the fabrication and installation of parking signage in an amount not to exceed $187,701.00.
• On March 20, 2023, the Village Board adopted Ordinance 23-23, codifying the expansion of components of the Village's 2019 Parking Pilot Program, including standardized daytime parking restrictions.
Background
In 2023, the Village began implementing expanded parking regulations following the Village Board's approval of Ordinance 23-23, which established standardized daytime parking restrictions and expanded parking flexibility for residents and visitors. Implementation of these regulations required the fabrication and installation of updated parking signage throughout the community. The Village undertook a phased approach to the signage upgrades, with the first phase completed in 2023 and the second phase approved in 2024. NAFISCO, Inc. was awarded contracts for both phases.
As part of the final phase of this initiative, Parking and Mobility Services identified the remaining signage needs necessary to complete the Village-wide standardization effort. The Village issued RFP 26-002, Fabrication and Installation of Parking Signage, to solicit competitive proposals for the remaining fabrication and installation services. Following the competitive procurement process, NAFISCO, Inc. submitted the most competitive proposal at $62,911.00.
Staff recommends approval of an Independent Contractor Agreement with NAFISCO, Inc. in an amount not to exceed $75,000.00. This amount includes the proposed cost of $62,911.00 and a contingency of $12,089.00 for unforeseen conditions that may arise during installation. The contingency will provide flexibility to address unexpected field conditions or necessary adjustments without exceeding the approved contract authorization. Use of contingency funds will require prior written authorization from the Village. Completion of this final phase will provide consistent parking signage throughout the Village, improve the communication of parking regulations, and support accurate and consistent enforcement.
Timing Considerations
Timely implementation is important to ensure parking restrictions are accurately communicated and that signage reflects regulations currently in effect throughout the Village.
Staff will coordinate the installation schedule with NAFISCO, Inc. following execution of the agreement to complete the remaining signage improvements.
Financial Impact
The proposed agreement has a total not-to-exceed amount of $75,000.00, consisting of $62,911.00 for the fabrication and installation of parking signage and $12,089.00 in contingency funds for unforeseen conditions.
Funding is anticipated through the Parking and Mobility Services budget, account number 5060.43770.786.570707, subject to confirmation of available FY2026 appropriations.
Operations Impact
The proposed agreement will support Parking and Mobility Services operations by ensuring parking signage throughout the Village is accurate, visible, and consistent with established parking regulations. Clear and standardized signage assists residents and visitors in understanding parking restrictions and supports Parking Compliance Specialists in performing consistent and accurate enforcement. The fabrication and installation services will be performed by the contractor, with Village staff coordinating the project and verifying that installations meet established requirements. The project aligns with the department's core service delivery and will not require additional Village staffing.
DEI Impact
The project supports equitable access to parking information by providing clear and consistent signage throughout the Village. Standardized signage helps ensure parking regulations are communicated uniformly to residents, businesses, and visitors.
