The purpose of this framework is to establish the Citizens Police Oversight Committee’s (“CPOC”) process for identifying, evaluating, and responding to incidents, patterns, or policing practices that significantly affect community trust, public safety, or public understanding of law enforcement practices. This framework is designed to serve as one component of CPOC’s procedural rules, and was developed in response to the Board’s Motion to direct CPOC to review the “Halloween Incident,” when pepper balls were deployed by another law enforcement agency in response to a teen takeover event in Oak Park on October 31, 2025.

Background
On October 14, 2025, the Village Board accepted Pivot Consulting Group’s (“Pivot”) Phase 5 Report regarding police oversight recommendations. Pivot included a number of recommendations designed to enhance and modernize the Village’s police oversight function, both organizationally and through use of the Citizens Police Oversight Committee (CPOC). Recommendations included expansion of CPOC’s authority to support robust complaint oversight, but also enable proactive, evidence-based evaluation of systemic policing practices.
On November 11, 2025, the Village Board adopted a motion to direct CPOC to review the Halloween Incident and report to the Board. This motion accelerated the CPOC’s work in designing a framework, to be incorporated into its procedural rules, for receiving, referring, and reviewing Community Impact Cases - defined as incidents, patterns, or policing practices that significantly affect community trust, public safety, or public understanding of law enforcement practices. Staff and the CPOC have been working with Pivot since early 2026 to finalize this framework, and at the last Regular CPOC meeting on September 21, 2026, the CPOC unanimously voted to refer the draft framework to the Board for approval.
Following adoption, CPOC will utilize the framework to conduct its review of the Halloween Incident from October 31, 2025.

Anticipated Future Actions
Staff continues to work on other Pivot recommendations. Future actions will include recommendations regarding updated Enabling Ordinance and full procedural rules. The CPOC will also provide the Board with their final recommendations following review of the Halloween Incident.
