Background
The Public Works Fleet Services Division has been using telematics in one form or another since 2009. The Fleet Services Division uses the telematics data for multiple purposes. Date, time, and location reports have been used to verify tasks completed such as driving a plow route or determining if the vehicle was at an appointment at a designated time. Hour/mileage reports assist in keeping the vehicles maintained in the manufacturer’s service windows. Usage reports help in equipment assignments, purchase justification, and assist in rightsizing the Village fleet. Operational reports make sure the equipment is being used properly, including tracking speeding and hard braking, and to help curb unnecessary idling. Environmental data is produced on vehicle fuel usage, for gas, diesel, and electric vehicles for sustainability reports. Telematics service also comes with road hazard protection, providing vehicle service off hours and out of area, should staff be attending a conference or training.
With the evolution of telematics, the Village has been expanding the coverage of the fleet. There are currently 104 units enrolled. Staff is proposing to increase the coverage to 177 units.
Village staff proposes expanding the contract with Advantage Asset Tracking Corporation, a dealer representing GEOTAB, for telematics services in fiscal years 2024, 2025, and 2026, through the Sourcewell Joint Purchasing Program contract #020221-GEO. The Sourcewell Joint Purchasing Program, operating out of Minnesota, provides member-centered solutions that enable government, education, and nonprofit agencies to work more efficiently, and leverages its resources to strategically reinvest in the communities they serve as an invaluable service cooperative partner.
Fiscal Impact
The GEOTAB telematics service and equipment for 2024 is anticipated not to exceed $46,000.00. Equipment and the annual service charges are budgeted for in account #1001-43900-101-530667 (General Fund, Public Works- Fleet Services, External Support).
