Overview
The Village’s existing agreement with ZipCar, Inc., which permits ZipCar to utilize up to ten (10) public parking spaces in select locations throughout the community, will expire on December 31, 2023. Staff recommends the Village Board approve the proposed parking lot license agreement, which would extend the Village’s arrangement with ZipCar, for a one-year term commencing on January 1, 2024 with two (2) additional one (1) year renewal terms.

Background
ZipCar is the world’s leading car-sharing network, providing on-demand access to cars by the hour or the day in cities around the globe. ZipCar’s mission is to enable simple and responsible urban living- a future filled with more car-sharing members than car owners in major cities around the globe.
The Village’s existing agreement with ZipCar, which was approved by the Village Board on June 4, 2018, is set to expire on December 31, 2023. The agreement provides permission for ZipCar to utilize up to ten (10) public parking spaces at the following locations throughout the Village. Zipcar is charged per space at the rate for 24-hour parking permits, as established in Chapter 15 of the Village Code.

Lot 24 (435 S. Taylor Street)
Pay-by-plate parking spaces adjacent to Lot 10 (1010 North Boulevard)

Village staff reengaged ZipCar representatives in the fall of this year to discuss and negotiate an agreement under similar terms and conditions. ZipCar is agreeable to the proposed parking lot license agreement, which will allow ZipCar to continue to purchase up to ten (10) parking spaces at the same specified locations. At this time, ZipCar is not interested in revising the locations or increasing the maximum number of spaces allowed to be utilized by ZipCar pursuant to the agreement. Prior to any renewal of this agreement, staff would reengage with ZipCar representatives to determine if there is a need or desire to revise the locations or increase the maximum number of spaces that ZipCar can utilize.
In addition to providing a reliable transportation option for Oak Park residents, ZipCar seeks to cut carbon emissions, reduce vehicular traffic, and promote multi-modal travel.
Fiscal Impact
While the proposed agreement provides for ZipCar to purchase and utilize up to ten (10) spaces, staff anticipates they will only require six (6) spaces in 2024. This is based on historical utilization by ZipCar, pursuant to their existing agreement.
Therefore, staff anticipates an estimated $6,112.72 in FY 24 revenue from this agreement. Revenue will be deposited into the Village’s Parking Enterprise Fund, account # 5060.43770.101.422482 (Landlord/Corporate Parking Permits).
DEI Impact
Since 2000, ZipCar’s mission has been to create better neighborhoods by cutting carbon emissions, reducing traffic and promoting multi-modal travel. ZipCar claims it has lowered C02 emissions by 1.6 billion lbs per year and taken away the need for more than 415,000 personally owned cars.
The proposed agreement is in direct alignment with Goal # DP02 of the Climate Ready Oak Park plan: Implement coordinated parking asset management strategies, inclusive of shared mobility.

Alternatively, the Village Board could delay action on the recommended Resolution in order to gain additional information.

On June 4, 2018, the Village Board adopted RES 18-900, authorizing a parking lot license agreement between the Village of Oak Park and ZipCar, Inc.
