Competitive bids were opened on May 23, 2024 for the North Pumping Station Generator Addition Project. Five contractors picked up proposal documents and three bids were received. The low responsible bid was submitted by Connelly Electric Co. in an amount of $420,000. The project involves the installation of an emergency generator at the North Pump Station, including the concrete pad, its associated infrastructure, and electrical modifications to the building. Work is planned for completion in 2025 due to long lead times for the generator.

Background
The North and South Pump Stations do not have permanent standby generators to supply power in the case of power failure. In the case of power loss, the Village uses a portable generator to supply power to up to one pump station. Mobilizing this portable generator creates a significant amount of down time for the affected pumping station. A permanent standby generator will help ensure timely delivery of potable drinking water. The North Pump Station is prioritized for the first generator as the South Pump Station has two independent power supplies from ComEd that create a level of redundancy. Having backup power for drinking water pumping stations is an Illinois EPA requirement.
This project involves installing a new fenced-off area at the North Pump Station which will have a concrete pad and retaining wall for the generator. It also includes the associated electrical work and new gas service for the generator. The North Pump Station is located on School District 97 (D97) property at the Hatch School. D97 has approved the construction of the project and modifications to the site.
Fiscal Impact
The Fiscal Year 2024 Budget includes $420,000 for this project in the Water & Sewer Fund, Public Works - Water, Water Supply, Capital Improvements, account no. 504-43730-776-570707.
The costs for the project exceed the originally budgeted amount. The Fiscal Year 2024 Budget originally included $325,000 for this project in the Water & Sewer Fund, Public Works - Water, Water Supply, Capital Improvements, account no. 504-43730-776-570707. The Fiscal Year 2024 Budget was amended with the Second Quarter Budget Amendment on July 23rd to reallocate the additional $95,000 needed for this project. This was pulled from the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvement account no. 5040-43730-777-570707 as it houses savings from projects for annual water and sewer improvements that are delayed until 2025.
