Prior Board Action
The Board has taken the following prior action(s):
• On March 26, 2025, the Village Board Approved RES 25-192 (A Resolution Approving the Release of the Draft Program Year 2025 Funding Recommendations, PY 2025-2029 Consolidated Plan, and PY 2025 Action Plan for Public Comment).
• On July 23, 2024, the Village Board approved RES 24-252 (A Resolution Approving the Final Program Year 2024 Action Plan for Submittal to the U.S. Department of Housing and Urban Development).
Background
Each year, the Village must prepare an Action Plan to receive Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”). The purpose of the CDBG Program is to meet the needs of primarily low- and moderate-income persons. The Action Plan describes Village funding allocations for Program Year 2026 (“PY 2026”), which begins on October 1, 2026.
The Village will receive $1,576,219 in CDBG funding for PY 2026.
The Community Development Citizen Advisory Commission (CDCAC) reviewed PY 2026 applications, held two public meetings, and recommended specific funding allocations for numerous non-profit agencies that will carry out CDBG Public Services. These recommendations became part of the draft PY 2026 Action Plan, which includes Village-operated projects, Public Works infrastructure, Neighborhood Services housing programs, and administration.
Timing Considerations
HUD regulations require the Village to make the draft Program Year 2026 (PY26) Community Development Block Grant (CDBG) Action Plan available for public review and comment for a minimum of 30 days before submission. Following the public comment period, staff must review and address any comments received, finalize the Action Plan, and obtain Village Board approval before submitting the plan to HUD.
The PY26 Action Plan must be submitted to HUD no later than August 16, 2026. Approval of the resolution at this time will allow the Village to release the draft plan for the required public comment period and maintain the schedule necessary to meet HUD's submission deadline. Delays in releasing the draft plan or adopting the final Action Plan could jeopardize the Village's ability to submit the plan on time and access PY26 CDBG funding.
Financial Impact
The Village of Oak Park is an entitlement community receiving an annual grant from the U.S. Department of Housing and Urban Development (HUD). All monies identified in the PY 2026 Annual Action Plan will come from the CDBG fund. The total cost of the proposed program is $1,576,219.

DEI Impact
The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives include: 1) benefit to low-and moderate-income (LMI) persons; 2) aid in the prevention or elimination of slums or blight; and 3) meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.
The Oak Park CDBG program focuses on the first national objective to benefit low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ). All activities proposed in PY 2025 meet one of these national objectives.
Community Input
The CDCAC reviewed applications, held two public meetings, and developed the recommendations for the PY 2026 CDBG funding.

Anticipated Future Actions
After the comment period and any associated revisions, the PY 2026 Action Plan will go to the Village Board for approval. This plan will be submitted to HUD on or before August 15, 2025, as required by the HUD deadlines.
