This Resolution will approve the final Program Year (PY) 2017 Action Plan for Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funds and allow the Village to submit the plan to the federal Department of Housing and Urban Development (HUD).

Fiscal Impact
HUD posted the PY 2017 allocations committed to Oak Park in June of 2017. Oak Park is entitled to $1,522,537 for CDBG and $136,947 for ESG in PY 2017, which begins October 1, 2017. Under federal regulations, the Village is able to set aside up to 15% of the total CDBG allocation ($228,380) for CDBG Public Services funds and up to 20% for Administration and Planning ($304,507), with no cap for Public Facilities Improvements. These commitments will not impact funds already committed to public infrastructure improvements, housing programs, and other CDBG-funded projects in the Village.
Background
Every year, the Village must submit an Action Plan to HUD in order to receive CDBG and ESG funding from the federal government. The Community Development Citizens Advisory Committee (CDCAC) reviews applications from non-profit service providers in the community and recommends funding allocations. Village staff recommends funding allocations for public works, code enforcement, and housing rehab projects as well as administration and planning. The Board accepted these recommendations and released the draft PY 2017 Action Plan for a mandatory 30-day public comment period in June. No comments were received.

Previous Board Action
On June 5, 2017, the Village Board approved the recommended funding allocations and released the draft PY 2017 Action Plan for a 30-day public comment period, which ran from June 8 to July 7, 2017.
Citizen Advisory Commission Action
In March, April and May of 2017, the CDCAC reviewed applications, heard presentations and made recommendations regarding CDBG and ESG applications for PY 2017 funding. The Village Board approved these funding recommendations at the June 5, 2017 meeting.
Anticipated Future Actions/Commitments
The PY 2017 Action Plan will be submitted to HUD on August 15, 2017.
Intergovernmental Cooperation Opportunities
As a member of the Cook County HOME program consortium, the Village is submitting the PY 2017 Action Plan to HUD in partnership with Cook County.
