The developer, Lexington Homes, LLC is proposing a 21 unit townhome development located within the MS Madison Street District at the northeast corner of Madison Street and Home Avenue to the northwest corner of Clinton Avenue and Madison Street where the former District 97 administrative office building and former Robinson Ribs commercial building were located. Background

The Applicant seeks approval of a Planned Development for twenty-one (21) attached-single family townhomes within the MS - Madison Street Zoning District with the following allowances:  1.) Roof deck setback,  2.) Landscape buffer,  3.) Street-side building setback, and 4.) Building height.  The Applicant is also requesting approval of a plat of subdivision.    The architectural design was reviewed by Wight and Company.   The applicant modified their architectural design as recommended by Wight and Company and as refined by the Plan Commission.  The redevelopment site is subject to a Redevelopment Agreement with the Village which was approved in December 2017.

Previous Board Action

December 11, 2018: The Village Board approved a Redevelopment Agreement with Lexington Homes, LLC who was selected as the preferred developer for the subject property as a result of a Request for Proposal process. 

 

Citizen Advisory Commission Action

The Plan Commission opened the public hearing on April 5, 2018, continued it to April 19, 2018 and then again to May 3, 2018.  The Plan Commission heard public testimony from one resident who was in support of the development but was interested in knowing more about the construction schedule and disposition of the Clinton Avenue cul-de-sac. The resident was informed that there would be no change to the Clinton Avenue cul-de-sac and that the construction schedule will be refined and made available in the future.  The Plan Commission asked for refinements to the front façades facing Madison Street, facades facing Home Avenue and Clinton Avenue, additional drawings depicting the optional fourth floor addition, additional traffic-related information, and a staff review of the permit parking area along Clinton Avenue. At their April 19th meeting the Plan Commission asked for additional refinements to the front façade facing Madison Street.  They also asked that the applicant consider the revisions to the optional fourth floor addition if not all townhome owners were to take advantage of the option to build a fourth floor. Their concern was the potential inconsistent height and façade which was not desirable. The applicant provided these revisions for the May 3rd hearing.  It was the applicant’s decision to eliminate the optional fourth floor, whereby the Plan Commission agreed.  The findings of fact reflect the removal of the height allowance request as the three-story townhomes meets the required height regulation in the MS- Madison Street Zoning District.  The Plan Commission after a discussion recommends approval with conditions as outlined in the Conditions section of the attached Findings of Fact report.  The vote was 7-1 in favor. The dissenting vote was due to a concern the proposed architectural design was not on par with Oak Park’s architectural significance.

Zoning and land use matters are unique to Village government within the corporate limits of Oak Park and therefore, intergovernmental cooperation opportunities do not exist.
