The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Background

The Applicant has applied for a Zoning Ordinance text amendment to add second-hand stores on the ground floor of mixed-use shop fronts as a permitted use in the Roosevelt Road Form-Based Zoning Overlay District. If the text amendment were to be granted, the Applicant would then operate Grateful Threads Resale Emporium (“Grateful Thread”), a second-hand store, on the ground floor of a mixed-use shop front at 6900 Roosevelt Road that has been vacant for three years.

 

According to the Applicant, the addition of Grateful Treads to Roosevelt Road will add value to the surrounding neighborhood, bring a new type of customer to the neighborhood and help to reduce the global carbon footprint by repurposing and upcycling clothing, jewelry and artwork.

 

Under the current Zoning Ordinance, Section 9.156 defines second-hand stores as, “a retail establishment engaging in the sale of previously used merchandise, such as clothing, household furnishings or appliances, or sports and recreational equipment.” The proposed text amendment will be modified by the updated definition in the proposed Zoning Ordinance.

 

Alternatives

The Village Board can accept the recommendations as presented, deny the application, or approve the application with modifications.

 

Previous Board Action

At their July 17, 2017 meeting, the Village Board authorized a referral of the text amendment to the Zoning Board of Appeals to hold a public hearing.

 

Citizen Advisory Commission Action

The Zoning Board of Appeals held a public hearing on August 2, 2017. No one testified in opposition to the requested text amendment. The Zoning Board of Appeals ratified their findings of fact by a 6-0 vote in favor of the request on August 2, 2017.
