Overview

Overview

The Village received a Safe Route to School grant to upgrade local traffic signals to include countdown pedestrian signals and new traffic controllers.  The State has approved preliminary engineering for the project and the design of the project is complete, the project will be bid by the Village later this summer for construction this fall.  The local agency agreement with the State is required to allow for the Village to bid the project.  The Village will be reimbursed 80% of the costs for the project by the State.

Body

Staff Recommendation

Approve the Resolution.

Fiscal Impact

The total construction cost of the project is estimated at $158,800. The costs for the project would be funded through the FY 2018 Capital Improvement Fund for Traffic Signal Management account no. 3095-43780-101-570971 which including construction engineering provides $175, 893 for this project. The Village will pay for the construction costs up-front and be reimbursed by the State at an 80/20 cost share.

Background

The Village received a $137,280 Safe Routes to School Grant in November of 2014 for upgrading pedestrian signals to LED countdown signals and upgrading traffic controllers at 26 signalized intersections.  The funds for design and construction management of this project were approved with the FY 2017 budget but the project has experienced delays in project review.

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

Previous Board Action

At the February 18, 2014 regular meeting the Village Board authorized a resolution for an application for Grant Funds from the State of Illinois Safe Routes to School (“SRTS”) Grant Program.
