Bids were opened on November 20th for Project 25-21, Rectangular Rapid Flashing Beacon (RRFB) Installations. The Village received three bids for this project, with the lowest responsible bid from Lyons Electric Company in an amount of $445,000. The work includes furnishing and installing twenty-eight RRFBs at eight intersections throughout the Village for pedestrian and bike crossings of the neighborhood greenway system with major roadways and for pedestrian crossings improvements from the Vision Zero Plan. The bid results were lower than the engineer's estimate, and the project is well within budget. To take advantage of the favorable bid prices, three more intersections were added to the project for an additional $183,251.25. The total contract value for these 11 intersections is $628,252.

Background
The Bike Plan Update included recommendations for installing bicycle and pedestrian actuated RRFBs at numerous crossings of the Neighborhood Greenway network with major roadways to improve safety for cyclists and pedestrians. The Vision Zero Plan also identified additional locations for pedestrian-activated RRFBs to improve pedestrian safety for crossings of major roadways at the intersections of Fillmore Street with Oak Park Avenue and with Ridgeland Avenue. This project includes the purchase and installation of forty individual solar-powered RRFBs to protect eleven intersections. All of the RRFBs will have bike push buttons for the crossings of the bike boulevard, except for the two pedestrian-only crossings on Fillmore. This project will install the majority of RRFBs specifically recommended as part of both the Bike Plan and Vision Zero, except for locations that overlap with 2026 planned resurfacing work or locations that have not been identified in planning documents. Work is anticipated to be completed this winter with final restoration in the spring of 2026.
The Village received three bids for the project, with the lowest responsible bid from Lyons Electric Company in an amount of $445,000, which is under the budgeted and estimated amount for the project. To take advantage of the favorable bid prices, the Village approached Lyons about adding the additional three locations that were left off of the bid to keep the engineer's estimate within budget. Lyons agreed to hold bid prices for these three additional locations, and the resulting contract value remains within the amount budgeted for the project. Lyons has done work in the Village in the past and does an excellent job.
Timing Considerations
Adoption of the Resolution at this time will allow the contractor to complete construction in the desired timeframe.
Budget Impact
There is $1,396,263 available for this project in the FY25 Budget in the Capital Improvement Fund, Public Works - Engineering, Traffic Calming Improvements account no. 3095-43780-101-570955 for the $58,185 needed for the pedestrian beacons.
There is $944,191 available for this project in the FY25 Budget in the Capital Improvement Fund, Public Works - Engineering, Bicycle Plan Improvements account no. 3095-43780-101-570967 for the $570,067 needed for the bicycle beacons and related work.
