Overview

The Engineering Division requested a proposal from Baxter & Woodman to provide construction engineering services for Project 23-1, Sewer and Water Improvement.  Baxter & Woodman previously designed this project, has available staff, and is most qualified to perform these services.  The project includes water and sewer replacement and street reconstruction on Augusta from Lombard to Austin and on Euclid from South Boulevard to Lake Street.  Construction is planned to start in June on Augusta Street followed by work on Euclid in the late summer and fall.

Background

The Engineering Division requested a proposal from Baxter & Woodman to provide construction engineering services for the 23-1 Sewer and Water Main Improvement Project.  The project includes water and sewer main replacement and roadway reconstruction on Augusta Street and on Euclid Avenues.  There is a separate agenda item at tonight’s meeting for the construction contract with Cerniglia Co. for this project.    

 

Baxter & Woodman designed this project in 2022 and early 2023 and is the most familiar with the project, has staff available for this project, and is best qualified to perform this work.  Baxter & Woodman is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.  The not to exceed cost for the construction engineering work for this project is $298,400. 

 

Fiscal Impact

The FY2023 Budget includes $3,560,000 for construction and construction engineering of this project in the Water and Sewer Fund.  Following the award of the separate construction contract, there is $180,434 remaining for this work in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040.43750.781.570707 which will be used to fund the $120,000 needed for this contract and $260,000 remaining for this work in the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements account no. 5040.43730.777.570707 which will be used to fund the $178,400 needed for this contract.

Previous Board Action

On January 18, 2022, the Village Board approved a Task Order for Professional Engineering Services with Baxter & Woodman, Inc. for Design Engineering Services for the 23-1 Water and Sewer Improvement Project in an Amount Not To Exceed $256,000. 

 

On September 20, 2021, the Village Board approved a Three-Year Master Agreement with Baxter & Woodman, Inc. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
