Background
The existing roof at the south fire station, located at 515 Garfield Street, currently has several active leaks over the kitchen area and other areas of the roof are deteriorating and need repair and/or replacement. Additionally, numerous sections of the exterior fascia are in poor condition and need repair. Deficiencies and recommended repairs were identified in the Property Condition Assessment (PCA) that was completed in 2017. During the project, the roof will be evaluated for possible use for on-site solar energy, in alignment with the Village Climate Ready Oak Park Plan Goal EE01 - Enhanced Building Performance Standards for On-site Solar Energy. If it is determined that the roof can support either PV solar panels or solar thermal panels for domestic hot water, the panels could be added at a later date and the installation of the panels would not impact the roof work being proposed in 2023.
Staff issued a Request for Proposals (RFP) on August 23, 2023. The RFP was posted on the Village website and advertised in the Wednesday Journal. Ten (10) roofing companies attended the pre-bid meeting held on Wednesday, August 30th, 2023. A total of six (6) proposals were received by the Village.
J.L. Adler Roofing & Sheet Metal, Inc. submitted the most favorable proposal and staff recommends that the Village Board approve the Independent Contractor Agreement with J.L. Adler Roofing for this project. If approved, the total cost to complete the project would not exceed $185,720.00.
Fiscal Impact
The Fiscal Year 2023 Building Improvement Fund budget includes $200,000.00 in account #3012-43790-101-540673 for the South Fire Station Roof Repairs Project. If approved, the total cost to complete the project would not exceed $185,720.00, which includes the base bid cost of $159,470, Alternate #1 for $21,500.00, and $4,750.00 for contingency for unforeseen conditions. Alternate #1 includes the removal and replacement of existing asphalt shingles and underlayment on the hose tower roof.
DEI Impact
This project is in alignment with the Village’s Climate Ready Oak Park Plan Goal EE01 - Enhanced Building Performance Standards for On-site Solar Energy. The roof will be evaluated during the project for possible structural capacity for on-site solar energy.

The Board may delay action to gain additional information.
Previous Board Action
The Village Board approved funding for this project as part of the Fiscal Year 2023 Capital Improvement Plan.

Anticipated Future Actions/Commitments
The roof will be evaluated during the project for possible structural capacity for on-site solar energy. The cost for procuring and installing the on-site solar energy infrastructure is not included in this agreement and any future capital outlay for this work would need to be considered by the Village Board at a future date.
