Overview

The Engineering Division requested a proposal from V3 Companies to provide design engineering services for the 2025 and 2026 Bike Boulevards Projects. The project involves taking the high-level conceptual design of the bike boulevard network and developing detailed engineering designs and drawings for construction.  V3, and their subconsultant TyLin, previously designed numerous on-street bike infrastructure improvements and facilities, and is most qualified to perform these services.

Background

The Engineering Division requested a proposal from V3 Companies to provide design engineering services for the proposed 2025 and 2026 Bike Boulevard/Neighborhood Greenway Projects. Neighborhood Greenways are streets designed to prioritize bicycle travel with features to calm and reduce vehicular traffic on neighborhood streets and improve safety at busy intersection crossings.  The proposed 5-Year Capital Improvement Plan includes funding to construct the remaining portions of the roughly eighteen-mile Neighborhood Greenway system. 

 

V3, and their subconsultant TYLin, have previously designed the previous bike boulevard projects and is most qualified to perform these services. V3 is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.

 

The design for the 2025 and 2026 projects will incorporate final Village Board approved recommendations for any changes to the Neighborhood Greenway system from the current bike plan update work being performed by Sam Schwartz.  These include potentially converting some segments of the system to dedicated bike lanes and installing traffic diverters at select locations to limit traffic on Neighborhood Greenway streets.  The Village also received a $125,000 Invest in Cook grant from Cook County to help fund the construction of the 2025 improvements. 

 

The preliminary engineering designs of the boulevard system will be presented to the Transportation Commission for review and comments prior to issuing plans for bidding and ultimately construction.

 

Fiscal Impact

There is $308,021 available in the Fiscal Year 2024 Budget for the design of the bike boulevard projects in the Capital Improvement Fund, Public Works - Engineering, Bicycle Plan Improvements account no. 3095.43780.101.570967. 

 

DEI Impact

The improvements align with Climate Action Goals CA01, VT01-2, VT09, and TS01 to improve pedestrian safety and reduce vehicle emissions by creating more opportunities for bicycle travel.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On  August 27, 2024, the Village Board approved an Intergovernmental Agreement between the Village of Oak Park and the County of Cook for the Invest in Cook Grant for the 2025 Neighborhood Greenway Project in an Amount of $125,000.

 

On September 20, 2021, the Village Board approved a Three-Year Master Agreement with V3 Companies, Ltd. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.

 

Citizen Advisory Commission Action

Designs of the project will be reviewed by the Transportation Commission to incorporate the commission’s comments into the final plans prior to bidding.
