Overview
The Public Works Department is starting a project to replace and upgrade some of the existing older traffic signal control systems in the Village as part of a Capital Improvement Program. The traffic control cabinet at East Ave. and Madison St. is outdated and is in need of replacement. Bids were solicited for this work and Lyons Electric company, Inc. submitted the lowest responsive bid.

Fiscal Impact
The FY 2018 Public Works, Capital Improvement Fund Budget provides a total of $35,000.00 for Traffic Signal Controller & Detection Equipment Replacement in account no. 3095-43780-101-570971.
There is currently $28,703.00 available from this account for this work.
Background
The Public Works Department has a five year plan to upgrade and replace older existing traffic control and vehicle detection equipment which are quickly becoming obsolete. After evaluating the different equipment that is in need of upgrades, staff is proposing to start with the replacement of the East Ave and Madison St traffic signal control cabinet because of its age and limited capabilities.
The Public Works Street Lighting Division received two bids for the project in response for an Invitation for Bids dated August 29th, 2018 and a notice placed in the Wednesday Journal. Three electrical contractors were also invited to bid. Lyons Electric Company, Inc. and H & H Electric, Co. Inc. responded with bids as shown on the attached bid summary. Lyons Electric Company, Inc. provided the lowest responsive bid.
Lyons Electric Company, Inc. has completed street light and traffic signal work for the Village for many years in a professional and satisfactory manner.

Anticipated Future Actions/Commitments
It is anticipated that the Public Works Department will be bringing these agreements to the Village Board annually for the next five years.

The Village is the only Oak Park agency within the community that utilizes these services regularly.
