Overview

Overview

The Engineering Division requested a proposal from MWH Americas for design engineering services to complete the design of a relief sewer project on Fillmore Street to be built in conjunction with the Brookfield-North Riverside Water Commission’s water main distribution and street reconstruction project in 2016.  The sewer relief project will help reduce the occurrence and severity of basement backups in many parts of the Village.  MWH developed the conceptual design of this project as part of the Combined Sewer Study and this in-depth knowledge of the details and goals of this project make MWH Americas the consultant best suited to complete the design of this project for the Village of Oak Park.

Fiscal Impact

The costs for this Project are included in the recommended FY2016 budget in the Water and Sewer Fund, Sewer Collection, Capital Improvements for Flood Mitigation Design Projects account no. 5050-43750-781-570707 which provides $100,000 for design engineering for this project.   

 

Water and Sewer fund balance will be used for costs incurred in 2015 for design engineering which are estimated to be approximately $45,000.  The Water and Sewer Fund will reimburse the fund balance in FY2016 from the account no. 5050-43750-781-570707 for the 2015 costs incurred for this project and staff will prepare the necessary budget amendments in early 2016.

 

Background

The 2014 MWH Americas completed a Combined Sewer System Master Plan Report which identified a number of sewer improvement projects which can be constructed in order to reduce the frequency and severity of basement backups in the Village.  The proposed relief sewer project on Fillmore Street from East Avenue to Ridgeland Avenue increases the sewer capacity of the East Ave sewer which serves almost 50% of the Village.

 

MWH Americas developed conceptual level designs for the sewer relief project as part of the Combined Sewer Master Plan and has a detailed knowledge of the proposed scope and design of the project.  This knowledge of the project and the Village’s sewer system makes MWH best suited to design this relief sewer project and get it permitted in a timely fashion. 

 

The Intergovernmental Agreement with the Brookfield-North Riverside Water Commission (Commission) provides for the Commission to construct the Village’s sewer relief project as part of their water main project.  The Commission will pay for the restoration of the pavement associated with the Village’s sewer project and also oversee its installation saving the Village a substantial amount of money. 

 

The Commission originally intended their project (and any of the requested Village projects on Fillmore) to be constructed in 2017 but their property acquisition and IGAs with other agencies have been progressing at a rate where they would like to construct the water main project in 2016.  Fillmore Street’s pavement is in poor condition in several places and having the Commission complete their project in 2016 will be beneficial to the Village.  In order to meet this new timeline the design of the sewer relief project needs to get underway in November 2015.

 

The proposed relief sewer project was originally planned to be constructed in 2017 at a cost of approximately $750,000.  Local sewer projects planned for 2016 will be deferred to 2017 to account for this schedule change to not affect the FY2016 Budget.

 

Alternatives

The alternative to this recommendation could be to direct staff to go through a formal RFP process to obtain multiple proposals for the design engineering for the Fillmore Street Relief Sewer Project or delay action to gain additional information.

 

Previous Board Action

On September 21, 2015, the Village Board approved an Intergovernmental Agreement with the Brookfield-North Riverside Water Commission for the Fillmore Street Watermain Installation which includes constructing the Village’s relief sewer project at the same time. 

 

Citizen Advisory Commission Action

Anticipated Future Actions/Commitments

An agenda item for an agreement for construction of the Village’s underground improvements will be presented to the Village Board after the Commission bids the project, most likely in February of 2016.   

 

Intergovernmental Cooperation Opportunities

The sewer relief project involves the Village working together with the Brookfield-North Riverside Water Commission to construct the Village’s relief sewer at a substantial savings to the Village.
