As a part of the BerryDunn Community Safety Study’s recommendations, the Village Board adopted a goal to “Evaluate [the] Citizen Police Oversight Committee (policies, procedures, protocols) and make recommendations for enhancements to the current model.” The Village conducted a Request for Proposals (RFP) seeking Citizen Police Oversight Recommendation Consultant Services. The RFP Committee, which included the Citizen Police Oversight Committee (CPOC) Chair, staff from the Law Department and the DEI Office, and the CPOC Staff Liaison, recommended the selection of Pivot Consulting Group.

Background

The Village issued a Request for Proposals (RFP) on August 29, 2024, seeking Citizen Police Oversight Recommendation Consultant Services. The purpose of the project is to have a third-party evaluate the Village’s civilian police oversight function and make recommendations to update or improve the Village’s model. The Village received three (3) responses to the RFP. Respondents included: Jensen Hughes, Pivot Consulting Services, and Polis Solutions, Inc. An RFP Committee consisting of the Chair of the Citizen Police Oversight Committee (CPOC), the Chief DEI Officer, an Assistant Village Attorney, and the Staff Liaison to the CPOC, reviewed the responses, interviewed two firms, and are recommending the Village sign a Professional Services Agreement with Pivot Consulting Group, a Washington State-based consulting firm specializing in oversight. The firm will conduct a need assessment, identify emerging best practices that align with the community’s needs, consult and collaborate with stakeholders including members of the CPOC, elected officials, Village staff, the Police Department, and community members, and then develop a recommendation which will be submitted in report form and presented to the Board of Trustees.

The full cost of this item is budgeted in the Village Manager’s Office Administration External Support Fund 1001.41020.101.530667.

 

DEI Impact

One of the purposes of reviewing the policies, procedures, and protocols of citizen police oversight in the Village of Oak Park is to modernize citizen police oversight and align the function to the needs of the community, ensuring fairness, accessibility, and representation of all community members. The Village is committed to diversity of the CPOC’s composition, equity in complaint handling and investigation, transparency and accountability in oversight operations, and policy and protocol modernization with the goal of building community trust and relationships, in particular with marginalized communities within the Village.
