Revisions to Appendix I (“Job Class and FLSA Status”) and Appendix VII (“Appointee Pay Plan Schedule”) to update the Pay Ratings for Exempt positions within the Engineering Division of the Public Works Department in accordance with Pay Range Market Analysis. The revisions also include the addition of two new positions within the Public Health Department: Environmental Health Supervisor and Health Education Manager.

The Human Resources Department recommends that the Village Board approve the appendices as amended.

 

Fiscal Impact

Fiscal impact would be based on actual starting salary, impact is not anticipated to be material to the overall budget.

 

Background

The Human Resources Department utilized a 3rd party provider to conduct a Classification and Compensation Study for non-union positions pursuant to departmental goals at the time. The study was completed in 2020 and finalized in early 2021. At the time it was finalized, due to COVID and the Village Board’s direction of a wage freeze for the organization, the Human Resources Department did not bring forth any recommendations related to compensation for non-union staff. In the time since, the Village has experienced significant difficulty in recruiting and hiring within the Engineering Division of the Public Works Department, an area recognized within the study as being significantly below market, both from an Average Market Minimum Analysis (which looks at the salary schedule minimums) and an Average Market Rate Analysis (which looks at the actual wages paid).

 

The markets reference the public sector and do not take into effect private sector wages which are generally higher. The Village has traditionally authorized a total of 9 FTEs in the engineering division. As of July 21, 2021, the Village has only 4 FTEs employed within the engineering division including 1 Village Engineer, 1 Civil Engineer II, 1 Civil Engineer I, and 1 Engineering Technician. Current recommendations include reclassification of pay rating of the Assistant Village Engineer, Civil Engineer II, and Civil Engineer I positions within the Appointee Pay Plan.

 

These adjustments would result in the following reclassifications:

Assistant Village Engineer would move from 11-PM to 13-PM

Civil Engineer II would move from 10-PM to 11-PM

Civil Engineer I would move from 8-PM to 9-PM

 

Additional revisions include the inclusion of two new Public Health Department positions within the Appointee Pay Plan: Environmental Health Supervisor and Health Education Manager.
