The Board has taken the following prior actions(s):
• On December 3, 2024, the Village Board approved RES 24-373, an Independent Contractor Agreement with Revcon for fiscal year 2025 and increased the not-to-exceed amount from $91,700 to $101,700 for 2024 and $110,000 for fiscal year 2025.
• On December 4, 2023, the Village Board approved RES 23-358, an Independent Contractor Agreement with Revcon for fiscal year 2024 in the amount of $91,700.
• On December 5, 2022, the Village Board approved RES 22-302, an Independent Contractor Agreement with Revcon for fiscal year 2023 in the amount of $91,700.
Background
The Village utilizes Parking Access and Revenue Control Systems (PARCS) at the Holley Court and Avenue Garages to manage parking access, revenue collection, and system reporting. These systems are essential to the operation of the Parking Enterprise Fund and support daily parking operations and revenue accountability.
Revcon Technology Group, Inc. has historically provided maintenance and repair services for the Village’s PARCS equipment, including warranty-period work and technical support. Staff have found Revcon to be responsive and technically proficient in servicing the Village’s existing equipment.
The proposed agreement provides for:
• Preventative maintenance
• Corrective repairs
• Replacement of worn or defective components
• Software support
• System diagnostics
• On-call technical service
Revcon has also been the sole provider of service and maintenance as the sole regional supplier of the TIBA-branded equipment. To ensure the continued normal operation of the equipment in the garages, it is recommended that the vendor Revcon continues to be the provider of reliable service and maintenance of this equipment for fiscal year 2026.
Timing Considerations
The agreement is retroactive to January 1, 2026. Timely approval ensures continued service coverage and prevents potential service interruptions to critical parking infrastructure.

The 2026 Parking Enterprise Budget has funds allocated in the following accounts for the service and maintenance of the parking access and revenue control systems at Holley Court and Avenue parking garages:
