Overview
Village staff recommends the purchase and installation of four (4) dual electric vehicle (EV) charging stations for use by the public at Village-owned parking facilities. If approved, the Village would own and operate a total of 18 stations for a total of 32 charging ports. This capital project is in accordance with the FY 22 - 26 Capital Improvement Plan and also supports the goal of increasing access to EV charging stations and parking, with an emphasis on access for residents who do not own a garage, as outlined in Climate Ready Oak Park.

Fiscal Impact
Pursuant to the Village’s Capital Improvement Plan for FY 2022 - FY 2026, a total of $54,000.00 was budgeted in the Parking Enterprise Fund (GL # 5060.43770.787.570707) for the purchase and installation of EV charging stations in FY 2022.
Based on historical pricing, staff estimated a total project budget of $54,000.00 for the purchase and installation of two (2) dual EV charging stations. Given the existing infrastructure in the two locations proposed by staff, as well as the overall decrease in costs of EV charging infrastructure, the Village is able to purchase a total of four (4) dual EV charging stations for an amount not to exceed $52,973.00. Staff is recommending a waiver of the Village’s bid process. All of the Village’s current EV charging stations are ChargePoint equipment that is configured and supported by Carbon Day Automotive. Overall, staff is pleased with the ChargePoint equipment and the ongoing services offered by Carbon Day Automotive.
The Illinois Environmental Protection Agency is expected to release the application for an EV charging infrastructure grant program in the near future. This grant program is pursuant to the Climate and Equitable Jobs Act (CEJA) passed by the Illinois General Assembly and signed into law by Governor Pritzker on September 15, 2021. The grant program will be open to public and private organizations to install and maintain Level 2 or Level 3 charging stations. Up to 80% of the costs of the installation of charging stations may be funded. Once the program application is open, staff would explore the feasibility of applying for this program for these four (4) stations as well as future installations to help defray capital costs and potentially expedite the installation of more EV charging stations.
Background
The Parking and Mobility Services Division of the Development Customer Services Department currently owns and operates a total of 14 EV charging stations for a total of 26 charging ports. Charging stations provide a valued customer amenity for residents and visitors with electric vehicles while patronizing the Village’s business districts. Seven (7) dual electric vehicle (EV) charging stations (14 charging ports) are located in the Holley Court, Lake & Forest, and Avenue Parking Garages. In 2019, five (5) stations (10 charge ports) were installed as part of the Village Hall lot resurfacing project. Two (2) of these stations (4 charge ports) are for public use and three (3) stations (6 charge ports) are for Village fleet use. The Village took ownership of two (2) existing charging stations (single ports) in Parking Lot #10 in 2021.
To maximize charging capacity using existing electrical infrastructure, staff is recommending the removal of the two (2) single port EV charging stations located in Lot #10, located at 1115 North Boulevard. Two (2) of the new dual port stations are proposed to be installed at this location. The Village will retain the two (2) single port stations and determine appropriate new locations for their re-installation at a future date.
A dual charging station is located on both the third and fourth levels of The Avenue Parking Garage, located at 720 North Boulevard. Staff continuously receives requests for expanded EV charging infrastructure at The Avenue Parking Garage. Two (2) of the new dual port stations are proposed to be installed at this location, one on each of the first and fifth levels.
